SUBJECT: APPROVAL OF CONTRACT FOR REPLACEMENT OF
HVAC CONTROL SYSTEM IN MARTINEZ DETENTION
FACILITY
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
AUTHORIZE the Director of General Services to sign a contract with Syserco Inc. to retrofit the Martinez
Detention Facility's (MDF) variable speed drive and variable air volume energy management and
temperature control system for a contract price of$380,968.
II. FINANCIAL IMPACT:
The total cost of this project is estimated to be $380,968. The Department has applied for Productivity
Investment Funds for fiscal' year 2000/01 in the amount of $91,000. PG&E rebates, estimated to total
$82,500 are available for this project: 60% is available upon completion of installation of the equipment,
estimated to be in June, 2001; and two additional rebates of 30% each during the first year of operation.
Energy savings of approximately $72,404 per year are estimated based on a 20% reduction in use of
electricity and natural gas. The balance of monies needed will come from money budgeted for energy
projects, bond interest and the plan acquisition budget.
The payback for this work is approximately 4 years.
The energy savings will continue for the life of the equipment, which minimally is projected for 15 years.
In addition there will be maintenance savings, as the equipment can be remotely controlled, reducing
response time by Stationary Engineers to drive to the MDF to physically adjust equipment. Being able to
remotely control the equipment will also allow temperature adjustments quickly to reduce energy
consumption when the State is in a critical shortage of power reserves.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In 2000 General Services hired an energy consultant to evaluate 11 County buildings to determine if there
were items that could done cost effectively to achieve energy savings. The upgrades/retrofits identified for

the Martinez Detention Facility were a lighting retrofit and an upgrade/retrofit for the Heating,Ventilating
and Air Conditioning (HVAC) system. The Building Maintenance Division is completing the lighting
retrofit. The HVAC control system work needs to be completed by a private vendor.
Additionally, the County's Stationary Engineers are authorized to use the Source Code to make changes
without having to use the software vendor. There are 15 Alerton systems currently in use in County
buildings. The benefits of being able to control the temperatures of buildings remotely allows instant control
and changing of temperatures. It also allows for shutdown of the system in the even of a hazardous
chemical hazardous material release that requires the HVAC system to be shut down and for occupants to
"shelter in place."
The MDF not only can save a substantial amount on a reduction in the use of energy, which is critical at this
time; but it will allow adequate cooling to benefit the occupants, both the sworn staff and the inmates. For
some time the old equipment has been failing, and some is inoperable. It is thus important to initiate this
work as soon as possible to try to "beat" the summer heat. Having a tolerable temperature can help to
reduce inmate discomfort and tempers and at the same time save on energy costs.
