Recommended Action: APPROVE and AUTHORIZE the Public Works Director to execute, on behalf of Contra Costa County the Temporary Construction Easements for the Withers Avenue Headwall Repair Project and AUTHORIZE the Auditor-Controller to process payments in the amount of $250.00 payable to Roberta S. McCoy, 1817 Pleasant Hill Road, Pleasant Hill, CA 94523 and $250.00 payable to Felicia J. Tefs, P.O. Box 882, Alamo, CA 94507 to be forwarded to the Real Property Division for delivery. II. Financial Impact: Local road funds will pay 100% of the actual costs associated with construction of a culvert extension and repair of the headwalls. Background and Reasons for Recommendations: The current headwall is approximately 70 years old. Rains and storm runoff over the years have impacted the headwall causing cracks and future damage to Withers Avenue. The County's engineers developed a plan to repair the existing headwall and construct a culvert extension which will extend approximately 20 feet north into the existing right of way and run approximately 80 feet in length. Once repaired the County will mitigate and restore local native species, most of which will be on the County right of way. IV. Consequences of Negative Action: The County needs to have the headwalls repaired to prevent further damage to Withers Avenue and allow rain and storm runoff in the creek to remain clear of any debris that may cause its flow which may bring financial risks associated with these two sites and along Withers Avenue.
