Recommended Action: APPROVE and AUTHORIZE the Public Works Director to execute a consulting services agreement with Smith, Kempton and Watts from January 1, 2001 to December 31, 2001, in the amount of $38,000 to provide legislative services for the transportation program and related matters. Financial Impact: There is no impact to the General Fund, 100% funded by road funds. III. Reasons for Recommendations and Background: Smith, Kempton and Watts have been providing the County with legislative representation in Sacramento on transportation and related matters for several years. They also provide similar services to the Contra Costa Transportation Authority and help to coordinate our legislative activities with those of the Authority. The Public Works Director, Community Development Director and the Board's Transportation, Water and Infrastructure Committee met with Smith, Kempton & Watts to develop a scope of work for the 2001 legislative session and on December 12, 2000, the Board of Supervisors adopted goals for transportation related legislation for 2001.
