SUBJECT: HOPE VI Contract, North Richmond Redevelopment Project Area
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE AND APPROVE the Executive Director of the Housing Authority of
Contra Costa County and the Deputy Director - Redevelopment to enter into a
contract between the Housing Authority and the County Redevelopment Agency to
prepare a HOPE VI Application to service the North Richmond community.
FISCAL IMPACT
The total contract cost is$240,000. The Redevelopment Agency is providing $82,500
as shown on the adopted FY 01-02 North Richmond Redevelopment Area budget.
The Housing Authority is providing $46,500 from Housing Authority reserves. The
remaining $111,000 is being provided by the County through the GRIP Program and
the Employment and Human Services Department.

BACKGROUND
The HOPE VI program is aimed at efforts to transform Public Housing. The keys to success
include revitalizing the physical qualities of buildings and sites and establishing positive
incentives for resident self-sufficiency and comprehensive services that empower residents.
The intent of the program is to lessen concentrations of poverty by placing public housing in
non-poverty neighborhoods and promoting mixed-income communities, and leveraging
support and resources by forging partnerships with other agencies, local governments,
nonprofit organizations, and private businesses. All public housing residents affected by the
program will be assured continued housing assistance.
The HOPE VI application process is comprehensive and includes both the physical and social
aspects of public housing. The Redevelopment Agency, the Housing Authority and District One
Supervisor are working together to bring about a successful HOPE VI application. The
memorandum of Understanding defines the roles and responsibilities of the three parties in
regards to their involvement in the HOPE VI process.
A project Steering Committee comprised of Las Deltas residents, community members, local
businesses, service providers, health and safety professionals, City staff, and County Agencies
has been established to guide the application process. The Steering Committee reviewed the
proposals submitted, and selected the collaborative of Eden Housing, Inc., Enterprise Homes,
and Community Housing Development Corporation of North Richmond to be the Master
Planner to prepare the application package. The Steering Committee will provide project
oversight and will work with the consultant throughout the application process. The Housing
Authority will be responsible for contract administration with the Master Planner for the
application preparation.
