SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to AMEND the contract (#21-553-2) with Laidlaw Transit, Inc., as below.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
AMEND the contract (#21-553-2) with Laidlaw Transit, Inc., as below:
(1) Extend the contract term from March 31, 2001 to September 27, 2001 to correspond with the state
extension of the Governor's 15% Grant for Special Projects, AND,
(2) Increase the contract amount from $430,192 to $599,852 to correspond with amended budget line items
in of the Governor's 15% Grant for Special Projects.
FINANCIAL IMPACT:
No additional County cost. Funded from the Governor's 15% Grant for Special Projects..
CHILDREN'S IMPACT STATEMENT:
The program supports four of the Contra Costa County's community outcomes " (1) Children Ready for and
Succeeding in School" "(3) Families that are Economically Self-sufficient", "(4) Families that are Safe, Stable
and Nurturing", and "(5) Communities that are Safe and Provide a High Quality for Children and Families" by
developing jobs and adding services to facilitate the commute to and from employment, providing child
transportation between school, home and childcare, and assisting CaIWORKs participants in obtaining and
sustaining non-subsidized employment.
BACKGROUND:
In October 1999, the Board granted Employment and Human Services the authority to contract with Laidlaw
Transit, Inc., for services in the amount $430,192 for transportation focused training and employment services
to hard-to-serve Ca1WORKs participants. The contract was funded from the Governor's 15% Grant for Special
Projects.
The Employment and Human Services Department has requested and received notice of the extension of the
Governor's 15% Grant for Special Projects from March 31, 2001 to September 27, 2001 to continue
transportation focused training and employment programs. EHSD requests the authority to extend the Laidlaw
contract (#21-553-2) to correspond to the grant extension.
Grant budget line items adjustments have been approved by the state, therefore, EHSD is requesting authority to
increase the contract amount with Laidlaw(#21-553-2) by $169,660 from $430,192 to $599,852 to correspond
to line item adjustments made in the grant. 'YA
