(#29-110) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to participate as a co-applicant with Central Contra Costa Transit Authority in the application for Metropolitan Transit Commission grant funding in the amount of$330,330 to increase transportation services for welfare- to-work program participants. (#29-110) FINANCIAL IMPACT: If awarded, EHSD will provide $30,000 ($10,000 per year) as matching funds over the 3-year grant period. Funded 100% TANF Incentive Funds. CHILDREN'S IMPACT STATEMENT: The programs generated from the grant funding would support four of the Contra Costa County's community outcomes " (1) Children Ready for and Succeeding in School" "(3) Families that are Economically Self- sufficient", "(4) Families that are Safe, Stable and Nurturing", and "(5) Communities that are Safe and Provide a High Quality for Children and Families" by expanding access to transportation to assist participants in obtaining and sustaining non-subsidized employment and becoming self sufficient. BACKGROUND: The Employment and Human Services Department is requesting authority to participate as a co-applicant in the grant application for funding with Central Contra Costa Transit Authority, who will act as the fiscal agent for the grant funding and the resulting transportation program(s). The 3-year Low Income Flexible Transportation (LIFT) grant was made available through the Metropolitan Transportation Commission for welfare-to-work transportation projects in the Bay Area. The proposed plan will expand the frequency, hours and days of bus service in Monument Corridor. This expansion is consistent with the implementation strategies outlined in the Contra Costa County Welfare to Work Action Plan, adopted by the Board, May 1999.
