Direct the Community Development Department to Institute Changes in the Solid Waste Collection Service in the Crockett/Port Costa/Tormey Area Served by Crockett Garbage Service(CGS) SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE the following recommendations of the Crockett Area Interim Solid Waste Committee regarding changes to the recycling collection services in the Crockett/Port Costa/Tormey service area. 1. Establish monthly collection of greenwaste using 64-gallon cart. 2. Change frequency of pickup of commingled recycling from weekly to bi-weekly using 64-gallon cart. 3. Allow up to 20%of CGS customers to be exempt from mandatory greenwaste collection subject to criteria established by the committee. 4. Require one mandatory greenwaste container per multiple unit(duplex,triplex or fourplex)unless property is exempt from greenwaste. DIRECT the Community Development Department to require CGS to implement above noted service changes in order to meet AB939 waste diversion goals. BACKGROUND/REASONS FOR RECOMMENDATIONS On November 5, 1996 the County signed an"Agreement for assignment and assumption of Franchise Agreement between Contra Costa County and Crockett Garbage Company" when Crockett Garbage Service took over the Franchise between Crockett Garbage Company and Contra Costa County. At that time Crockett Garbage Service committed to mandatory recycling including greenwaste as listed under the Franchise Agreement between Crockett Garbage Company and the County and agreed to a rate freeze of four years. The original Franchise Agreement also established an Interim Transitional Local Advisory Committee composed of two members of the Board of the Crockett-Valona Sanitary District, one resident from Port Costa, one from Tormey and a representative from the contractor(CGS). The committee was appointed in January of 1997 and the term was extended for another two years in January of 1999. The Crockett Area Interim Solid Waste and Recycling Committee("committee")has met approximately three to four times a year to make recommendations to CGS and County staff concerning solid waste collection and recycling within the service area. During this period several changes have been made as CGS took over recycling when the contract with Pacific Rim expired and broadened recycling to commercial establishments. However, greenwaste collection has not been implemented and the committee has met several times this year to discuss the implementation of such a program. Staff recommended to the committee that the greenwaste collection program be conducted in a manner consistent with other unincorporated areas including bi-weekly collection of greenwaste and no exemptions. However, the committee felt very strongly that staff's recommendations were not appropriate for their service area. The committee therefore developed their own recommendation which they feel takes into consideration the unique problems and geography in the service area. Much of the multi-unit housing(duplexes,tri- plexes and four-plexes)have very small concrete yards. There are also housing units with very steep slopes which generate no greenwaste. All of the Committee's meetings are open to the public. The Committee met on November 15, 2000 and had two public community meetings to discuss the possible options on December 12,2000 and January 9,2001. At the January meeting,the Committee voted to recommend to the Board of Supervisors the following changes: (1)monthly collection of greenwaste in 64 g.carts;(2)the use of 64 g.carts for bi-weekly commingled recycling of paper, bottles and cans; (3) exemptions (up to 20%) for greenwaste service based on criteria established by the committee; and (4) a mandatory greenwaste container per multiple unit unless there is an exemption. The committee also voted to retain backyard collection of solid waste. At their February 21, 2001 meeting the Committee voted to recommend that the greenwaste exemptions be based on the following criteria: 1) The property has a cement yard and generates no vegetation acceptable for greenwaste collection. 2) The property has a yard which generates very little greenwaste. 3) On-site composting of all yard waste is conducted on the property. A copy of the "Application for Yard Waste Exemption" is attached as Exhibit A. This exemption form will be available from the Community Development Department and on the Internet. Residents will be notified about the exemption\process through direct mail. All changes in service will also be outlined in the mailing. The additional cost of the monthly greenwaste program using 64 g.carts and commingled bi-weekly recycling using a 64 g. cart with no exemptions would be$2.14 per month. Changes in the Solid Waste Collection Service -March 20,2001 Page 3 The cost of the yardwaste program would be$2.40 per month but there would be a savings of$.26 per month for going to bi-weekly recycling so the net increase in cost would be $2.14 per month. If 10%of the housing units are exempt from greenwaste,the cost would be$2.34 and a 20%exemption would mean a rate of$2.60. The following table shows the current and proposed service rates. There has been no CPI related change in rates in the current rate for over four years and there is no planned increase for 2001. A year after the implementation of the greenwaste program,staff will evaluate the program in terms of the accomplishments (diversion of greenwaste), the frequency of the greenwaste collection and the exemptions program.
