SUBJECT: Application for EHAP Capital Development Allocation for the T;�8.� County
construction of the West County Transitional Family Center.
SPECIFIC'REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATIONS: ,
Adopt a resolution allowing the Health Services Director, or his designee, to apply for, and if approved receive
EHAP Capital Development Allocation loan in an amount up to $500,000.
II. FISCAL IMPACT:
The $500,000 requested in EHAP Capital Development is necessary to begin the construction of the West
County Transitional Family Center. Additional funding including federal and city government funding is being
sought for the acquisition and/or development of the transitional housing program for the FY 2001-2002. This
capital allocation is a 10 yr. loan with a simple interest of 3% that is deferred (as well as repayment) as long as
the project is used as a transitional housing facility. At the completion of 10 years, the loan shall be forgiven. No
additional county funds are required.
III. BACKGROUND:
The Health Services Department seeks funding for construction of the West County Transitional Family Center to
be located in west county. The Center is a new construction project aimed at mirroring the East County
Transitional facility in Antioch. It is designed to house 20 homeless Contra Costa families, and assist in securing
permanent, safe, and affordable housing"following a 6 to 24 months stay. One effort of the project is to target
families seeking shelter from the year-round emergency family shelter programs in Concord and Martinez. As
families move out of the Center, appropriate housing will be located in communities of the family's choosing.
Follow up services will be provided to insure that the family is connected with services and other means of
support that will.sustain the family in independent housing. We believe that.this approach is critical to ending the
devastating effect that homelessness has on our families with children.

Resolution No. 2001/1-56
In the Matter of Application for Emergency Housing Assistance )
Program (EHAP) Capital Development Allocation to provide a )
transitional housing facility for families. )
WHEREAS the State of California, Department of Housing and Community
Development, Division of Community Affairs, issued a Notice of Funding Availability
(NOFA) for the Emergency Housing and Assistance Program (EHAP) (EHAP Capital
Development Allocation); and
WHEREAS Contra Costa Health Services is a local government agency which is eligible
and wishes to apply for and receive an EHAP loan;
NOW THEREFORE IT BE RESOLVED THAT:
The Board of Supervisor of Contra Costa County hereby authorizes the Director of
Health Services, or his designee to apply for an EHAP loan in an amount not more than
the maximum amount permitted by the NOFA, and in accordance with the program
statute, Regulation, and Local Emergency Shelter Strategy.
If the loan application authorized by this Resolution is approved, the Contra Costa Health
Services hereby agrees to use the EHAP funds for eligible activities in the manner
presented in the application as approved by the Department and in accordance with the
program statute (Health and Safety Code Section 50800 — 50806.5) and Regulations
(Title 25, Division 1, Chapter 7, Subchapter 12, Sections 7950 through 7976 of the
California Code of Regulations), and Chapter 52, Statutes of 2000, and the Standard
Agreement.
If the loan application authorized by this Resolution is approved, the Director of Health
Services or his designee is authorized to sign the Standard Agreement and any
subsequent amendments with the Department for the purposes of this loan.

20 day of March 2001 by the following vote:
