SUBJECT: Victim/Witness Program Joint Powers County
Agreement Application
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT resolution authorizing the County Probation Officer to submit an application to the
State Board of Control (BOC) for state funds in the amount of $839,046 for a Victim/Witness
Assistance Center Joint Powers Agreement for a three-year term beginning July 1, 2001
through June 30, 2004 and to execute related contracts, including any amendments or
extensions thereof.
FINANCIAL IMPACT:
This continuing grant requires no County funding.
BACKGROUND:
The Probation Department's Victim/Witness Program cooperates with other community public
and private agencies to help meet the financial, emotional, social and informational needs of
victims of crime. The program is part of a statewide effort funded by the Office of Criminal
Justice Planning (OCJP) with fines and penalty assessments collected from convicted
offenders. Victim/Witness Program staff also work with law enforcement and Court staff to
encourage them to be cognizant of the needs of victims and witnesses during the complex and
often lengthy judicial process.
The BOC has selected the Contra Costa County Victim/Witness Assistance Program to
receive "Joint Powers" monies for the purpose of verification of victim claims. This will allow
for quicker processing of victim claims by determining eligibility at the local level.

Subject: Victim/Witness Assistance Program
WHEREAS, the Board of Supervisors, Contra Costa County, has designated the Contra Costa
County Victim/Witness Assistance Program as the provider of major and comprehensive victim
and witness services in Contra Costa County; and
WHEREAS, the State Board of Control has selected the Contra Costa County Victim/Witness
Assistance Program to receive "Joint Powers" monies for the purpose of verification of victim
claims; and
WHEREAS, the State Board of Control has allocated $839,046 for a three-year term
beginning July 1, 2001 through June 30, 2004 for the Contra Costa County Victim/Witness
Assistance Program for this specific task;
NOW, THEREFORE, BE IT RESOLVED that the County Probation Officer of the County of
Contra Costa is authorized, on its behalf, to sign the attached Joint Powers Agreement with the
State Board of Control to receive monies to operate a Victim/Witness Assistance Center and is
further authorized to sign for the purposes of making any extension or amendment thereof.
BE IT FURTHER RESOLVED that the State funds received hereunder shall not be used to
supplant local funds that would, in the absence of the California Victim/Witness Assistance
Program, be made available to support assistance to the victims of crime.
