SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute, on behalf of Contra
Costa County, an amendment to Consulting Services Agreement with Environmental
Engineering Associates, increasing the payment limit from $150,000 to 200,000, for
soils investigation and septic system replacement matters in connection with the State
Route 4 West GAP Project
II. Financiallmpact:
Payments under this contract are charged directly to the State Route 4 West GAP
project and funded by the Contra C anspo Authority.

III. Background and Reasons for Recommendations:
The Public Works Department is involved in the State Route 4 West GAP project on
behalf of the Contra Costa Transportation Authority which requires soils investigation
for the septic system replacements. This amendment will increase the payment limit for
this contract from $150,000 to a new payment limit of $200,000. The Public Works
Department recommends that the services of Environmental Engineering Associates
be retained for this project. The amount of work and complexity of the soils investigation
and septic system replacement far exceeded the original estimate. The term of this
Agreement extends through the completion of the project.
IV. Consequences of Negative Action:
Negative action will result in an incomplete assessment of properties septic systems
impacted by the project which the County needs to acquire on behalf of the Authority.
This could result in substantial financial risks associated with contamination problems.
