SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to Contract with West Contra Costa County Unified School District in the amount of$167,220 to
provide supplemental funding to the After School Learning and Safe Neighborhoods Partnership
Program grant for the period of July 1, 2000 through June 30, 2001. (#21-529-1)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to Contract with
West Contra Costa County Unified School District in the amount of$167,220 to provide supplemental funding
to the After School Learning and Safe Neighborhoods Partnership Program grant for the period of July 1, 2000
through June 30, 2001. (#21-529-1)
FINANCIAL IMPACT:
No County cost. Funded 100% federal Temporary Assistance for Needy Families (TANF) Incentive Funds.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and
5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." The expected
outcomes from a supervised, structured after school program at 6 school sites on regular school days are
children will benefit from academic instruction and enrichment activities while families and the community
will benefit from the increased supervision and enhanced education of children.
BACKGROUND:
The California After School Learning and safe Neighborhoods Partnership statutes (SB 1756, AB 1428 and
AB 2284) created funding for a three-year comprehensive after school program with education, literacy and
enrichment components.
Funded programs will run for a minimum of three hours on regular school days, with additional hours and
day to be determined at each school site. The program will improve literacy, academic achievement, and an
enhanced sense of community, while causing a decrease in the juvenile crime rate.
The Employment and Human Services Department will allocate TANF Incentive dollars to each State
Department of Education funded school site as supplemental funding in proportion to the number of children
known to welfare at each site. The TANF Incentive funds are for one year and will be paid to the district on
a cost reimbursement basis.
