SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to
AMEND its contract with F.M. Blake (#21-458-2), raising the contract amount by $30,000 to
a new amount of$105,000 for SSI benefits application services for children in foster care, for
the period from July 1, 2000 through June 30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to AMEND its
contract with F.M. Blake (#21-458-2), raising the contract amount by $30,000 to a new amount of$105,000
for SSI benefits application services for children in foster care, for the period from July 1, 2000 through June
30, 2001.
FINANCIAL IMPACTS
No additional County cost. Payment is on a contingency fee basis, with contract costs covered by generated
revenue. The County pays contractor contingency fees for initial and continuing applications only after
benefits are approved.

This contract directly supports all five community outcomes: 1) Children Ready for and Succeeding in
School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are
Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities that are
Safe and provide a High Quality of Life for Children and Families," by generating SSI income for Child
Welfare Services.
BACKGROUND_
The Board approved a $75,000 contract for FY 2000-2001 services on June 27, 2000.
F.M. Blake provides application, reapplication, representation and follow-up in the process of obtaining SSI
benefits for children in foster care. Employment and Human Services requires this assistance because federal
welfare reform and ongoing legislation as it affects Social Security Administration regulations, makes the
application process and case follow-up a specialized, intensive process. Increases in both successful awards
and litigation costs during FY 2000-2001 have exceeded original EHSD estimates, necessitating this
amendment.
Funds generated by this contract enhance Child Welfare Services' ability to meet children's special needs.
When granted, past due awards are deposited in trust accounts to fund children's special needs, with ongoing
payments offsetting County and State maintenance costs.
