SUBJECT: Countywide Priorities for State Funded Child Care Programs
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1 . ADOPT priorities for State funding of child care and development programs
in underserved areas as recommended by the Local Planning Council for
Child Care and Development (LPC).
2. AUTHORIZE the Board of Supervisors' designated representative (Chief
Assistant County Administrator) to sign the LPC County Priorities Report.
BACKGROUND:
In accordance with Assembly Bill 1542, the LPC is mandated to prioritize
"underserved areas" of the county for State child care and development funding.
The State definition of"underserved areas" is based on the ratio of State subsidized
services to the need for services within a particular area.
The LPC has developed recommendations in the three subprogram areas: General
Child Care and Development Expansion, State Preschool Expansion and Migrant
Child Care Expansion.
The LPC's recommendations take into account the current distribution of State
funding and an assessment of current needs within the County. The LPC held a
public hearing on January 25, 2001 and voted to adopt these recommendations.
The LPC's recommendations adjust the priorities to recognize East County as the
first priority for expansion funding. n

Dear Mr. Tandy,
Please find enclosed a copy of the new Countywide Priorities for State Funded
Child Care Programs for our County. In accordance to our mandate AB 1542, the Local
Planning Council is required to make recommendations for priorities of certain zip codes
that are considered "Underserved". The California Department of Education defines
"Underserved" as: " "Underserved Area" is a county or subcounty area where the ratio of
publicly subsidized child care and development program services to the need for these
services is low, as determined by the Superintendent of Public Instruction." Using this
definition, careful research of the four subcounty areas determined that currently, West
County is receiving 60% of the State Funds for child care, East and Central are receiving
about 20% each. With the high need in East and parts of Central County for all types of
care, our recommendations are to make these Priority One for the General Child Care and
Development Expansion dollars, amounting to $1,237,412.00 of new money allocated for
Contra Costa County. We have changed the priorities set last year for State Preschool
and Migrant Child Care Funding to more accurately reflect the needs of our county. For
State Preschool with only $142,000.00 allotted, we recommend that the bulk of the
county be Priority One, with South county as Priority Two. For Migrant Child Care, we
recommend that Far East and East County be at the top, with the bulk of the county as
Priority Three. The Local Planning Council held a Public Hearing on January 25, 2001
and the Council voted to adopt these recommendations at its monthly meeting held the
same evening. The LPC is asking the Board of Supervisors for its support of these
Priorities that will be recommended to the California Department of Education, Child
Development Division.
