SUBJECT: AUTHORIZE CONTRACT AMENDMENT FOR HEAD START PROGRAM ENHANCEMENT
SERVICES.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community ServicesDirector or designee to execute contract
amendment #34-460-3 with Antioch Partnership for Quality Child Care, Inc., in the amount of
$20,090 for a new payment limit of$90,448 for Head Start Program Enhancement services for
an additional 20 children for the January 1, 2001 through June 30, 2001.
II. FINANCIAL IMPACT:
This contract,is funded by the Head Start Basic Grant. Funding for this contract for the period
from January. 1, 2001 through June 30, 2001 is included in the Family and Children's Services
Department's FY 2000=01 budget. (Federal Funds)
III. CHILDREN'S'IMPACT STATEMENT
The Family and Children's Services Department's Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and "Families that
are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, health, and social services, along with a
strong parent involvement focus, to low-income children throughout Contra Costa County. The
overall goal of.the program is to bring about a greater degree of social competence in preschool
children from low-income families.

Head Start Contract
IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On January 23t 2001, the Board approved the Financial Assistance award from the U.S. Department
of Health and ,Human Services Administration for Children and Families for Head Start Grant Funds
through December 31 2001.
On September 12, 2000, the Board approved and authorized submission of the 2001 Head Start Grant
Application oto the U:S. Department of Health and Human, Services, Administration for Children and
Families (ACF) ,to continue Head Start program services to approximately 1,659 children and their
families for the period from January 1, 2001 through December 31, 2001'
Approval of 'this contract with Antioch Partnership' for Quality Child Care, Inc., will allow for
contractors" existing part-day State Preschool program to be extended to serve an additional 20
children in a full-day, full year environment at a significantly reduced cost due to addition of funding
from the County Head Start Program.
