SUBJECT: Approval of Novation Contract #74-058-1 with
Seneca Residential & Day Treatment Center, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Novation Contract #74-058-.1 with
Seneca Residential & Day Treatment Center, Inc . , in an amount not to exceed
$450, 856, to provide Mobile Crisis Response services, for the period from
July 1, 2000 through June 30, 2001. This contract includes a six-month
automatic extension through December 31, 2001, in an amount not to exceed
$225, 428 .
FISCAL. IMPACT:
This. Contract is funded 78 . 4% by Federal funds and 21 . 6% by State EPSDT
funds .
CHILDREN'S IMPACT STATEMENT:
This Whole Circle System of Care program supports the Board of Supervisors
"Children ready for and succeeding in school" ; "Families that are safe,
stable, and nurturing" and "Communities that are safe and provide a high
quality of life for children and families" community outcomes . Expected
outcomes include all goals identified by Children' s Statewide System of Care
guidelines including an increase in positive social and emotional
development as measured by the .Child and Adolescent Functional Assessment
.Scale (CAFAS) and a decreased used of the acute care system.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides Intensive Crisis .Stabilization Services to Seriously Emotionally
Disturbed (SED) children and adolescents (and their families) in high-risk
situations, to reduce the need for psychiatric hospitalization. .
On June 27, 2000, the Board of Supervisors approved Contract #74-058 with
Seneca Residential & Day Treatment Center, Inc . to provide Mobile Crisis
Response services for the period from April 1, 2000 through June 30, 2000,
with a six-month automatic extension through December 31, 2000 .
Approval of Novation Contract #74-058-1 will replace the six-month automatic
extension under the prior contract and will allow the Contractor to continue
providing services through June 30, 2001 .
