SUBJECT: Contract for Blood Withdrawal Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff-Coroner or his designee to execute, on behalf of the
County, a contract with Blood Alcohol Determinants in the amount of$130,625 for the period
October 1, 2000 through September 30, 2001, for the provision of blood withdrawal services.

II. FINANCIAL IMPACT:
NONE. The cost will be reimbursed by City police agencies which use this service.

III. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The contract provides a mechanism for police officers to obtain blood withdrawal from persons
suspected of driving while under the influence of alcohol and/or drugs and from suspects in major
crimes. The implementation of the Driver Alcohol Program in 1980 resulted in the elimination of
blood withdrawal services by private laboratories. Since 1980 the County has contracted forthese
services and made them available to other law enforcement agencies. Those agencies reimburse
the County for the cost of any services used.
The County has contracted with Blood Alcohol Determinants for the past three years, and services
have been excellent and reliable.
