N it DATE: February 6, 2001 SUBJECT: Contra Costa Consortium Analysis of Impediments to Fair Housing Choice Update SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. APPROVE the allocation of$9,275 in FY 2000/01 Community Development Block Grant (CDBG) and $9,275 in FY 2000/01 HOME Investment Partnership Act (HOME) funds for the preparation of an update to the Contra Costa Consortium Analysis of Impediments to Fair Housing Choice (AI). 2. AUTHORIZE the Deputy Director, Redevelopment on behalf of the Consortium to enter into a service contract for an amount not to exceed $55,650 with Cotton/Bridges/Associates to prepare the Al update. FISCAL IMPACT No General Fund impact. CDBG and HOME funds are provided to the County on.an annual allocation basis through the U.S. Department of Housing and Urban Development(HUD). In addition to the County funds, Consortium members will provide $37,100 for this project, resulting in a total plan budget of$55,650. Consortium members include Contra Costa County as the Urban County representative and the participating jurisdictions of Antioch, Concord, Pittsburg, and Walnut Creek. As the designated Consortium representative, the County is authorized to act on the behalf of the Consortium. The Consortium receives CDBG,HOME,and Emergency Shelter Grant funds on an annual allocation basis through HUD. As a condition to receiving this funding,federal regulations require participating jurisdictions to certify that they are affirmatively furthering fair housing..In order to meet HUD requirements, jurisdictions must identify impediments to fair housing choice within the jurisdiction, take appropriate actions to overcome the identified impediments, and maintain records reflecting the analysis and actions taken. The first part of this requirement is fulfilled through the preparation of an Analysis of Impediments to Fair Housing Choice (AI). Each Consortium member currently has an AI; however, HUD requires the Al to be updated at least every five years. The proposed Consortium Al will expand, update, and incorporate the individual Consortium members' AIs into a single document. On behalf of the Consortium,the County Community Development Department distributed a request for proposals to prepare the Al to over 30 consultants. The department received two proposals. A representative of each Consortium member reviewed the proposals and 'by unanimous consent recommended the selection of Cotton/Bridges/Associates to prepare the.Al update at a total cost of$55,650.Funding sources for the preparation of the Al include S 18,550 in CDBG funds and$9,275 each from the cities of Antioch,Concord,Pittsburg,and Walnut Creek. d W:\kdouglas\hew\Board Orders\2001\AI_CBA.doc
