BACKGROUND:
The Orin Allen Youth Rehabilitation Facility (OAYRF) boy's ranch is situated on 50 acres in east
Contra Costa County and provides aftercare services for boys 12-18 committed by the court.
The boys ranch was built in the early 1960s to serve a population of 64. In the 1980s the
minimum-security facility was expanded by 10 beds to a new capacity of 74. In 1999, County
General Funds were used to expand the 74-bed facility by an additional 26 beds, to a current
capacity of 100 beds.
The 56% increase in beds at the boy's ranch provided temporary relief from population
pressures in the Hall, by allowing youth to be moved more quickly to the ranch and shortening
their stay at the Hall. However, the increased capacity has made it more difficult for the 40-
year-old kitchen and dining building to maintain sanitary and safe conditions. The original
kitchen and dining facility is obsolete, inefficient, expensive to maintain, and presents increasing
difficulties in complying with current Food and Safety and ADA standards.
The State Board of Corrections Juvenile Local Detention Facility Construction Grants Program
has made available a total of$131,766,485 for local juvenile detention facilities. This total is
made up of$73,875,000 in State general funds and $57,891,485 in federal funds made
available through "exigent circumstances" for distribution by the Board of Corrections under the
Federal Violent Crime Control and Law Enforcement Act. The federal funds may only be used
for modification or improvement projects that add beds and cannot be used for juvenile facility
repair or maintenance. However, the state funds may be used for a wide variety of construction
and maintenance needs that are designed to keep juvenile detention facilities operational by
performing necessary renovation and deferred maintenance activities to improve functional use,
safety or security, and/or extend the functional life of the facility keep beds "on-line".
Contra Costa County proposes to construct a new kitchen and dining facility for the Orin Allen
Youth Rehabilitation Facility (OAYRF) at a total cost of$1,625,000, including $1,300,000 of
state funding and $325,000 of county match. Because Contra Costa has already added 34
beds, the current priority is to replace the original kitchen and dining building constructed in the
early 1960's. The proposed project will not only ensure and extend the useful life of the 100
beds at the boys Ranch for another 30+ years, it will have no increase in operating costs, lower
maintenance costs, and fully comply with current Health and Safety and ADA regulations..
