RECOMMENDED ACTION: APPROVE and AUTHORIZE the County Librarian to execute a contract with the City of Pinole Redevelopment Agency to provide funding in the amount of$308,200 for renovation of the Pinole Branch Library in exchange for increased library services for a term of four years. II. FINANCIAL IMPACT: The total estimated cost of the first phase of the project is $308,200. The County will increase its match contribution by $25,000, from $75,000 to $100,000, and the Pinole Redevelopment Agency (PRA) will contribute the remaining $208,200 for the completion of the first phase of this project. The County Library will pay for increased services over a period of four years, commensurate with the PRA cost of the renovation. 111. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Pinole Branch Library is in need of renovation. In September of 1995, the County and the PRA entered into a successful agreement that resulted in a new roof to the Pinole Library. The County, as part of the agreement, increased the service hours at the library, and added to the collection. In April 1999, the Board of Supervisors authorized up to $75,000 to match $75,000 set-aside by the PRA for renovation work at the Pinole library. In March 2000, an advisory committee comprised of County, PRA and architectural staff hired by the PRA, completed the master plan for renovating the library. The renovations were grouped into logical improvement increments with costs allocated to each item. Phase One contains most of the improvements to the interior public areas. Phase Two includes exterior site improvements, and Phase three addresses the remaining improvements needed in staff office areas and meeting rooms. CONTINUED ON ATTACHMENT: EYES SIGNATUR . Pa e 2 The PRA has agreed to fund a portion of Phase One of the renovation in the amount of$208,200, in exchange for the County Library providing for increased services over the next four years, and increasing the current County match contribution from $75,000, appropriated in 1999-00, to $100,000. The additional $25,000 in match includes $12,500 from the County Administrator's Building fund, and $12,500 from the County Library Facility Maintenance budget, approved by the Board in September, 2000. Phase One of the planned renovation includes a new covered entrance, a reconfiguration of the shelving to provide sight-line from the reference and circulation desks, seismic bracing of the shelving, ADA accessible restrooms, upgraded electrical wiring, new circulation and reference desks, new carpet, drinking fountains, display cabinets and lighting. Pursuant to the agreement, the project timeline will be coordinated between the City and the County to occur during a period when the construction will cause less disruption, possibly beginning early summer. The agreement will allow the City and their contractor to complete the renovation, with County Building Inspection staff providing inspection services throughout the improvement project. In consideration of this agreement, the County Library will.budget increased Library services beginning February 10, 2001 annually for period of four years. Services shall include: the continuation of additional library hours of 6 hours per week, continuation of a half-time librarian position to focus on programs and services for middle and high school youth, and added funding for library materials. At its meeting on November 21, 2000, the Pinole Redevelopment Agency (PRA) approved the Phase One budget and renovation and increased services plan.
