(#29-109-0) FINANCIAL IMPACT: If awarded, EHSD will provide $30,000 as match funds over the 3-year grant period. Funded TANF Incentive Funds. CHILDREN'S IMPACT STATEMENT: The programs generated from the grant funding would support four of the Contra Costa County's community outcomes " (1) Children Ready for and Succeeding in School" "(3) Families that are Economically Self- sufficient", "(4) Families that are Safe, Stable and Nurturing", and "(5) Communities that are Safe and Provide a High Quality for Children and Families" by developing and expanding access to transportation to assist participants in obtaining and sustaining non-subsidized employment and becoming self sufficient. BACKGROUND: The Employment and Human Services Department is requesting authority to apply for grant funding as a co- applicant with Golden Gate Transit, who will act as the fiscal agent for the grant funding and the resulting transportation program(s). The 3-year grant was made available by the Federal Transit Administration, through the Congestion, Management and Air Quality Division to the Metropolitan Transportation Commission for welfare-to-work transportation projects in the Bay Area. The current plan is for expanded bus service to extend hours and day(s) of service to existing route(s), to and from neighborhoods of high concentration of welfare-to-work participants and of high concentration of employment opportunities. This expansion is consistent with the implementation strategies outlined in the Contra Costa County Welfare to Work Action Plan, adopted by the Board May 1999.
