SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. APPROVE Right of Way Contract and ACCEPT Grant Deed dated January 11, 2001 from
John L. Kehler and Elizabeth I. Kehler.
B. AUTHORIZE Public Works Director to execute said Right of Way Contract on behalf of the
County.
C. APPROVE payment of $210,000 for said property rights and AUTHORIZE the Auditor-
Controller to issue a check in said amount payable to Placer Title Company, 1981 North
Broadway, Suite 302, Walnut Creek, CA 94596, Escrow No. 6153855 to be forwarded to
the Real Property Division for delivery.
D. DIRECT the Real Property Division to have the above referenced Grant Deed recorded in
the Office of the County Rec r.

II. Financial Impact:
The activity is funded by Contra Costa Transportation Authority (100%)
III. Reasons for Recommendations and Background:
These property rights are required to provide for advance right-of-way acquisition of properties
with willing sellers for the possible construction of an expanded freeway along the southern
portion of State Route 4 in the City of Pittsburg.
IV. Consequences of Negative Action:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.
