(WORK ORDER NUMBERS 5523 and 905E25) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the installation of signs prohibiting certain activities on the grounds at the EI Sobrante library and on the Rodeo Creek Trail as set forth on the attached drafts of these signs. APPROVE posting signs at the EI Sobrante Library at the entry and exit points of the library parking lot. ' APPROVE posting signs on the Rodeo Creek Trail at all entry and exit points (12 signs total). II. Reasons for Recommendations and Background: County Service Area R-10 (Rodeo) had been having difficulty with loitering, vandalism and drug use on the Rodeo Creek Trail. Enforcement by the Sheriff's Department requires installation of signs and adopting ordinances that address these issues. Previous action by the Board expanded the definition of "Signposted Parks" (which was already included in the County Ordinance Code) to also include County maintained trails. Once County maintained trails are included under Division 1110 of the County Ordinance as a "signposted trail" the Sheriffs Department will enforce the ordinances listed on the signs. Approval of this Board Order will allow the installation of signs at the EI Sobrante Library and on the Rodeo Creek Trail restricting certain activities in these areas. This action will enable the Sheriff to enforce various restrictions on these County maintained properties. The funding for installation of signs in the future will be the responsibility of the relevant County department. LIBRARY SIGNS: The County Ordinance Code division 1110-2.208 for Signposted Property states that signs will be posted "at all of its entrances and exits, and if appropriate, around the property's perimeter at intervals determined by the board to be reasonably calculated to give notice." The EI Sobrante Library parking lot is very small. The Public Works Department recommends Board approval to post these signs at each entry and exit point (2 total), as two (2) signs will provide adequate notice in this small parking lot. RODEO CREEK TRAIL: The County Ordinance Code division 1110-2.206 Signposted park states that signs will be posted "at all staging areas...and at intervals determined by the board to be reasonably calculated to give notice". The Rodeo Creek Trail is approximately 2.5 miles long. The Public Works Department recommends Board approval to post these signs at each point where the surface streets intersect with the trail and at the beginning and end of the trail. Twelve (12) signs total, with signs placed at 10 entry points, as well as at the beginning and end of the trail, will provide adequate notice. IV. Consequences of Negative Action: Without the Board's approval of the language contained on these signs, and the installation of these signs, the Sheriffs Department has no authority to enforce certain County Code Ordinances on signed County properties. --------------- LIBRARY GROUNDS This is a Drug-Free Zone HOURS: Library grounds are closed between the hours of 10 p.m. and 6 a.m. CCC Ord.
