RECOMMENDATIONS

15,000 sq. ft. retail project approved at the northwest corner of Oak Road and Wayne Drive, in
the Pleasant Hill BART Station area.

BACKGROUND
Development Plan #993001 was approved on January 25, 2000 by the Board of Supervisors.
Condition of Approval #6 required the detailed elevations and architectural design of the
buildings; pedestrian and bicycle circulation system, consistent with the design approved by the
Board; building roofing materials; and sign program to be submitted for final review and
approval of the Board of Supervisors.
On August 15, 2000, the Board of Supervisors approved the final design (detailed elevations
and architectural design of the buildings; pedestrian and bicycle circulation system; and building
roofing materials)for the 180,000 sq.ft. office building, 15,000 sq. ft. retail space and a parking
garage. The plans did not include the sign program or the canopy details at the corner
entrance of the office° building, the pedestrian entrance of the parking garage and:the retail
entrance bays along the street frontage.
The applicant presented the canopy details to staff and representatives of the Walden District
Improvement Association and Fox Creek Residential Association (the same group involved in
the design review process required by Condition of Approval #4). The design includes a top
layer of translucent glass, steel framing in the center, and a perforated sheet metal material on
the bottom layer. The design allows diffused light to pass through the canopies.
Attached Figure 1 illustrates the proposed canopy design. It should be noted that the building
architecture is not detailed in this Figure. Figure 2 illustrates the building design as approved
by the Board of Supervisors on August 15, 2000. Figure 3 illustrates a previous canopy design
that was not recommended for approval. An illustration of the canopy over the pedestrian
entrance to the parking garage has not been included, however the proposed design is the
same as the proposed canopy design at the corner. The design of the canopies over the retail
entrance bays are the same as the those proposed for the main entrance of the building, but at
a smaller scale. Based on this presentation and the positive comments from the neighborhood
representatives, staff recommends approval of the final design of the canopies.
The sign program for all three developments in the area is currently being developed. When
complete, it will come before the board for consideration.
