SUBJECT: FY 2000/01 HOME Housing Development Assistance Fund
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE the transfer of $3,015 in unexpended HOME Investment Partnership Act (HOME) funds
from the sources identified below to the FY 2000/01 HOME Housing Development Assistance Fund
(HOME/HDAF):

• $80 in unexpended funds from a Community Housing Development Organization Operating
Support Project(HM98-04);
• $1 in unexpended funds from the Terrace Glen Apartment Project(HM 96-09);
• $1,000.in unexpended funds from the Arroyo Seco First-time Homebuyer Project(HM 95-06);
• $1,931 in unexpended funds from the Pittsburg Housing Rehabilitation Program (HM 93-07);
and
• $3 in unallocated funds from the FY 1999/00 HOME/HDAF.
FISCAL IMPACT"
No General Fund impact. HOME.funds are provided to the County annually on a formula allocation
basis through the U.S. Department of Housing and Urban Development.

BACKGROUND/REASONS FOR-RECOMMENDATIONS'
On April 25, 2000, the Board of Supervisors approved the allocation of$397,050 to the FY 2000/01
HOME/HDAF. The purpose of the HOME/HDAF is to provide resources to assist affordable housing
projects that develop during the current program year. The current balance of the FY 2000/01
HOME/HDAF is $548,413.
With the exception of a small amount of unallocated funds from the FY 1999/00 HOME/HDAF, all of
the proposed fund transfers are unexpended fund balances from successfully completed projects.
Approval of the recommended transfers(total of$3,015)will consolidate existing unexpended housing
resources into the FY 2000/01 HOME/HDAF and facilitate their use for additional affordable housing
development. During the preceding fiscal year, HOME/HDAF funds were used to fund a variety of
projects,including the East County Transitional Housing Facility for homeless families(20 apartments),
two multifamily rental projects for very-low income seniors in Crockett and Pittsburg(137 units),and a
multifamily rental project for very-low income households, including large families in Antioch (54
units). If the fund transfers are approved, the balance of the FY 2000/01 CDBG/HDAF will be
$551,428. Based on current applications, letters of intent, and discussions with affordable housing
developers,the Department has identified potential requests for FY 2000/01 HOME/HDAF funds in the
range of$2 million.
