AUTHORIZE a General Plan Amendment study for the southern one-third portion of the sixty acre Delta Lakes Project located at 4440 Point of Timber Road in the Discovery Bay area to consider change in General Plan land use designation from Delta Recreation and Resource (DR)to Single Family Residential-Medium Density (SM). 2. ACKNOWLEDGE that granting authorization for this request does not imply any support for the application to amend the General Plan, but only that this matter is appropriate for study. If authorization is granted the applicant shall pay fees to cover the cost for a General Plan Amendment study. BACKGROUND/REASONS FOR RECOMMENDATION The Community Development Department is in receipt of a request from Schuler Homes of Northern California fora General Plan Amendment Study to change the land use designation for.the southern one-third portion of the sixty-acre Delta Lakes Project located at 4440 Point of Timber Road in the Discovery Bay area. Schuler Homes of Northern California has previously filed a development application with the County for the Delta Lakes Project,a 220 unit residential subdivision.According to the County General Plan's Land Use Element Map,about two-thirds of the site area is currently designated as Single Family Residential- Medium Density (SM) with approximately one third of the site designated. as Delta Recreation and Resources(DR). In support of their development application,Schuler Homes is proposing to change the land use designation for the southern one-third portion of the sixty-acre site from Delta Recreation and Resources(DR)to Single Family Residential-Medium Density(SM)and they have reconfigured the Delta Lakes Project site plan to a 192 unit residential subdivision. The location of,the Delta Lakes Project, which is the subject of the General Plan Amendment study request by Schuler Homes, is depicted in the map attached as Exhibit"A". The subject site sits within the Urban Limit Line. The Town of Discovery Bay Community Services District is aware of the General Plan Amendment study request, and has no objection to the study. Staff believes the request for a study is reasonable and recommends that it be authorized. Authorization for this study does not imply any support for the application to amend the General Plan,but only that this matter is appropriate for study.
