SUBJECT: -AUTHORIZATION FOR GENERAL PLAN AMENDMENT STUDY FORTWO SITES IN
THE TOWN OF DISCOVERY BAY AS REQUESTED BY THE HOFFMANN, CO.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. AUTHORIZE a General Plan Amendment study for two sites within the Town of
Discovery Bay as requested by the Hoffmann Company to change the General Plan
land use. designations for the following locations as follows: at the northeast
intersection of State Route 4 and Newport Drive to change the land use designation
from Public/Semi-Public(PS)to Light Industry(LS)to allow for potential development
of a public storage facility on a 1.6 acre site (APN: 008-010-025); and, at 2305 Cherry
Hills Drive to change the land use designation from Public/Semi-Public(PS)on APN:
008-330-060/061 to Parks and Recreation (PR) to provide for the golf course
maintenance yard on the 7.98 acre site.
2. ACKNOWLEDGE that granting authorization for this request does not imply any
support for the application to amend the General Plan, but only that this matter is
appropriate for study. ,(

FISCAL IMPACT
None. If authorization is granted the applicant shall pay fees to cover the cost for a General
Plan Amendment study.
BACKGROUND/REASONS FOR RECOMMENDATION
The Hoffmann Company has contacted the Community Development Department
requesting consideration of changes to the General Plan land use designation for two
separate sites within the Town of.Discovery Bay.
The first site is a 1.6 acre vacant parcel located at the northeast intersection of State Route
4 and Newport Drive(APN: 008-010-025).This site is owned by the Hoffman Company and
is currently designated as Public/Semi-Public (PS) under the General Plan. The Hoffmann
Company is proposing to change the land use designation on this vacant site to Light
Industry (LI) to allow for the potential development of a public storage facility.
The second site is the 7.9 acres that comprise of Lots C and D in Subdivision 7252 (APN:
008-330-060 and APN: 008-330-061), which is located at 2305 Cherry Hill Drive in the
southeast corner of the Town of Discovery Bay and adjacent.to the town's wastewater
treatment plant. The two parcels, Lots C and D in Subdivision 7252, are owned by the
Hoffmann Company and have been used for many years as the maintenance yard for the
Discovery Bay Country Club Golf Course. There was, at one point, potential for these
parcels to eventually be used for expansion of the Town of Discovery Bay's wastewater
treatment plant. Lots C and D were designated as Public/Semi-Public(PS)under the County
General Plan in anticipation that these parcels would become a part of the wastewater
treatment plant expansion. However, the expansion of the wastewater treatment plant will
occur in a different location south of Highway 4. The Hoffmann Company is requesting a
"clean-up" modification to the General Plan Land Use Element map changing the PS
designation for the two parcels to the Parks and Recreation (PR) as the more appropriate
designation for the Golf Course maintenance yard now that the parcels are no longer
needed for the wastewater treatment plant expansion.
The location of the two sites in the Town of Discovery Bay, which are the subject of the
General Plan Amendment study request from the Hoffmann Company, are depicted in the
map attached as Exhibit"A". The subject sites are within the Urban Limit Line.
The Town of Discovery Bay Community Services District is aware of the General Plan
Amendment study request from the Hoffmann Company and has no objection to the study.
Staff believes the request for a study is reasonable and recommends that it be authorized.
Authorization of this study does not imply any support for the application to amend the General
Plan, but only that this matter is appropriate for study.
