REQOMMENDATiONS
APPROVE changes in the solid waste & recycling collection service and rates in the
unincorporated areas of East County franchised by the County and served by Garaventa
Enterprises. The services added are: the expansion of paper recycling to include white
and mixed paper and magazines; and biweekly collection of greenwaste. The additional
cost per household is $1.73.
FISCAL IMPACT
No impact to the general fund.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The County is mandated by State legislation (AB939) to reduce solid waste disposal by
50%. The County is also required to implement programs specified in the County's Source
Reduction and Recycling Element (ERRE). The County's SRRE calls for the
implementation of greenwaste and mixed paper recycling. Instituting expanded recycling
of paper products and composting of greenwaste in the unincorporated areas served under
the County's franchise with Garaventa Enterprises will help reduce the amount of waste
being deposited in landfills and also help in meeting the County's SRRE program goals.
There are three areas served under the County's franchise with Garaventa Enterprises:
Discovery Bay, the Byron Area, and part of Bay Point. The rate increase would be $1.73
per household. The current and the proposed rates for these areas are shown below:

The greenwaste would be picked up bi-weekly. Each customer could put out either two
32-gallon cans or five garbage bags per pickup. The paper would be set out weekly with
the other recycling. The greenwaste would be sorted at the Pittsburg Transfer Station and
transported to West Contra Costa Sanitary Landfill to be composted.
