RECQMMENDATI (S) :
Approve and authorize the Health Services Director or his designee
(Donna Wigand) to execute on behalf of the County, Contract #74-050-
1 with Mark Randall Bloch, M.D. , for the period from July 1, 2000
through June 30, 2001, in the amount of $40, 270, for the provision
of Psychiatry services at the East County Adult Mental Health
Clinic.
FISCAL IMPACT:
This Contract is funded by a Mental Health Realignment (offset by
third party billing.
BACKGROUND/REASON(S) FOR RECOMMENDA`1*ION(S) :
In April 2000, the County Administrator approved and the Purchasing
Services Manager executed Contract #74-050, with Mark Randall Bloch,
M.D. , to provide Psychiatry services at the East County Adult Mental
Health Clinic, for the period from February 18, 2000 through June
30, 2000 .
Approval of Contract ##74-050-1 will allow Contractor to continue
providing services through June 30, 2001.

(Frank Puglisi) to execute on behalf of the County, Unpaid Student
Training Agreement #26-155--4 with Mt. Diablo Unified School
District, for the period from July 1, 2000 through June 30, 2003,
for the provision of clinical and field experience for Medical
Office Assistant and Surgical Technology students.

SACKQROU=jREASON(S rOR RECOMMENDATION(S) :
The purpose of this agreement is to provide Contractor's students
with the opportunity to integrate academic knowledge with applica-
tion skills and attitudes at progressively higher levels of
performance requirements and responsibility. Supervised field work
experience for students is considered to be an integral part of both
the educational and professional preparation. Contra Costa Health
Services can provide the requisite field education, while at the
same time, taking advantage of the students' services to patients.
Approval of Unpaid Student Training Agreement #26-155-4 will allow
students enrolled in the Mt. Diablo Unified School District's
Medical Office Assistant and Surgical Technology Adult Education
Programs to receive clinical and field experience through June 30,
2003 .

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#22-316-20 with STAT Nursing Services, in the amount of $100,000,
for the period from July 1, 2000 through June 30, 2001, for the
provision of in-home attendant care to AIDS patients.
FISCAL IMPACT:
This Contract is funded by Federal Ryan White Care Act, Title I and
Title I£, and AIDS Medi-Cal Waiver funds. No County funds are
required.
CHILDREN'S IMPACT STATEMENT:
The AIDS Program supports County's "Families that are Safe, Stable,
and Nurturing" community outcome by providing attendant care for
children and families infected with, or affected by, HIV and/or AIDS
so that they can remain in their home for as long as possible.
Expected program outcomes are reductions in hospital and stilled
nursing facility costs.
BACKGROUN'DJREASON,_(S) FOR RECOMMENDATION'(S) :
This Contractor has provided in-home attendant care to County's AIDS
patients since February 1989, as part of the AIDS Case Management
and Home/Community Based Care Project funded by the State Department
of Health Services.
On August 3 , 2000, the Board of Supervisors approved Contract
#22-316-18 (as amended by Contract Amendment Agreement #22-316-19)
with STAT Nursing Services for the period from July 1, 1999 through
June 30, 2000 for the provision of in-home attendant care to AIDS
patients. Approval of Contract #22-316-20 will allow the Contractor
to continue providing services through June 30, 2001.

Planned Parenthood: Shasta-Diablo
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Wendel
Brunner, M.D. ) to execute on behalf of the County, Contract #22-354-18 with
Planned Parenthood: Shasta-Diablo, in the amount of $142,430, for the period
from July 1, 2000 through June 30, 2001, to provide HIV/AIDS education,
prevention and testing outreach services for County's AIDS Program.
FISCAL IMPACT:
This Contract is funded 100% by the State Department of Health Services,
Office of AIDS. No County match is required.
CHILDREN'S IMPACT STATEMENT:
This AIDS Program supports the Board of Supervisors "Children and Youth
Healthy and Preparing for Productive Adulthood" community outcome by
providing educational presentations at schools and youth-serving
organizations to help youth delay sexual involvement and avoid infection
with HIV and other Sexually Transmitted Diseases (STD) . Expected program
outcomes are increased knowledge of HIV transmission and prevention;
increased abstinence and/or safer sex; reductions in the numbers of
unplanned pregnancies and STD/HIV infections; and reductions in health care
costs associated with treating STDs including HIV and AIDS.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of the population of the County by
providing education and prevention services to reduce the incidence of HIV
and other STDs among County's at-risk population.
On September 21, 1999, the Board of Supervisors approved Contract #22-354-16
(as amended by Contract Amendment Agreement #22-354-17) with Planned
Parenthood: Shasta Diablo for the period from July 1, 1999 through June 30,
2000, for the provision of HIV/AIDS education, prevention, and testing
outreach services for County's AIDS Program.
Approval of Contract #22-354-18 will allow the Contractor to continue
providing services through June 30, 2001.
