I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to submit a grant application to
the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount
of$150,000 for Early Head Start One-Time Program Improvement funds for the period from January 1, 2000
through December 31, 2000.
11. FINANCIAL IMPACT:
If this grant application is approved by the U.S. Department of Health and Human Services, Administration
for Children and Families (ACF), funding will be added via appropriation adjustment to the current Early
Head Start Budget. A one-time request for waiver of the non-Federal share of Start-up funding will be
submitted with the application. If the waiver is approved,no additional County funding will be required.
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa County's community
outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and
Nurturing." These outcomes,are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to
low-income children throughout Contra Costa County. The overall goal of the program is to bring about a
greater degree of social competence in preschool children from low-income families. The Early Head Start
program has allowed the County to expand these services to pregnant mothers and children ages 0 to 3 years.
IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
This application was approved by the Head Start Policy Council at its June 15,-2000 meeting. This
application is due on July 14, 2000. Funds will be used for renovations and alterations at the Las Deltas
facility in North Richmond. These renovations will ensure that children are provided with services in a
healthy and safe environment. Renovations will include security systems to prevent vandalism of the facility,
leveling the ground to prevent children from tripping, repairing drinkii)g fountains, and adding latches to
doors to make them"toddler proof."

SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
AMEND Contract (#21-608) with Contra Costa Community College District (Diablo Valley
College) to INCREASE the contract amount from $71,000 to $89,375 for the services of an
EHSD Eligibility Work Supervisor AND EXTEND the contract term from June 30, 1999
through September 30, 1999.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
Contract (#21-608) with Contra Costa Community College District (Diablo Valley College) to INCREASE
the contract amount from $71,000 to $89,375 for the services of an EHSD Eligibility Work Supervisor AND
EXTEND the contract term from June 30, 1999 through September 30, 1999.
FINANCIAL IMPACT:
No County cast. 100% of salary and fringe benefits will be reimbursed by the Contra Costa Community
College District for the services of the EHSD staff person.
BACKGROUND:
Diablo Valley College received a grant award through the state Chancellor's Office for the implementation of
CalWORKS services for eligible students attending the college. Contra Costa Community College District
(Diablo Valley College)will pay for services of an Employment and Human services Department staff person
to act as a coordinator of services and will compensate the Department for the full cost of that staff person.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to ENTER into a

FINANCIAL IMPACT:
No County cost. The agreement allows up to $609,940 of childcare costs incurred by the County to be
reimbursed with CalWORKs funds allocated to the Contra Costa Community College District.
BACKGROUND:
The Contra Costa Community College District received a State allocation of CalWORKs funds for services to
CalWORKs participants enrolled as students at the Contra Costa Community College District colleges. This
revenue agreement will allow Employment and Human Services to identify and receive reimbursement for up to
$609,940 in childcare costs of the TANF participants enrolled at the District colleges in FY1999/2000. The
billing period for this contract will be through September 30, 2000.

RECOMMENDED ACTION:
AUTHORIZE the Employment & Human Services Director, or designee, to ACCEPT additional funds to a
Small Business Development Center grant (#29-084) from the State of California Trade and Commerce Agency
in the amount of$68,548 for the period July 1, 2000 through December 31, 2000.
FINANCIAL,IMPACT:
No County funds. Matching funds for this grant come from the City of Antioch,County Community Development
Block Grant and redevelopment agencies from various cities.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third community outcome, "Families that are Economically Self-
Sufficient".

BACKGROUND:
On November 16, 1999,the Board authorized acceptance of a $250,000 grant from the State of California Trade
and Commerce Agency for the Contra Costa County Workforce Investment Board(WIB),formerly known as the
Private Industry Council.,to host the Small Business Development Center(SBDC)for the period from January 1,
2000 through December 31,2000.
This action will enable the County to receive additional SBDC grant funding from the California Trade and
Commerce Agency. Federal funding for the California SBDC has been increased during this year to reflect
California's"fair share" of national funds. The Board originally approved entering into the grant agreement on
June 13, 1995. Funding has recurred annually for the last five years.

SUBJECT: Authorization to submit and receive Emergency Shelter Grant(ESG)funding for the
operation of the Emergency Shelter Program for Single Adults
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
A. Approve and Authorize the Director of the Health Services Department or his designee to execute and
transmit an application along with the necessary certifications and assurances to the Contra Costa
County Community Development Department for funding from the Emergency Shelter Grant program
for the operation of the County's Homeless Shelter Program at the Concord and Brookside sites
during FY 2000-2001.
B. AUTHORIZE the Director of the Health Services Department or his designee to accept up to and
including $105,000 in Emergency Shelter Grant funding and enter into a contract with the Contra
Costa County Community Development Department to perform all responsibilities in relation to receipt
of the funding and contracted provisions for receipt of operating funds for the operation of the
program.
if. FISCAL. IMPACT:
The $105,000 requested in Emergency Shelter Grant funding is necessary for the operation of the
emergency shelter program for adults at Concord and Brookside. Current funding sources are not
adequate for operations of the shelters at full capacity on a year-round basis. County General Funds
committed to the operation of the shelter will be used to fulfill the 100% match requirement.
III. BACKGROUND FOR THE RECOMMENDATIONS:
The Health Services Department seeks funding to operate the emergency shelter program at full capacity
on a year-round basis. The Emergency Shelter Grant(ESG) program, funded by the U.S. Department of
Housing and Urban Development, is a source of public funding providing valuable housing and service
benefits to low-income residents of Contra Costa County. Without such funding the emergency shelter
program may have to operate at a reduced capacity.
