BA The County and the Labor Coalition agreed to explore, through the Health Care Oversight Committee (a joint Labor/Management Committee), the feasibility of offering portable health benefits for members residing out of state to include decreased out of pocket costs for medical care by the members. After meeting with Health Net representatives, it is recommended that the County contract with health Net in order to offer their National PPO plan option to interested out of state members with the provision the Oversight Committee continue to explore other possible alternatives. This action will allow for the implementation of offering this new plan option to eligible out of state members. FISCAL IMPACT; Rates for this option will be the same as the premiums for the California Health Net PPC} Plan. Funding will be from retiree contributions and the County General Fund. Background: As a result of SB 25 (Escutia), the California Air Resources Board is designing studies about children's health and air pollution. Among these are special air monitoring studies in several communities to evaluate the adequacy of the current state monitoring network to determine the exposures of infants and children to air pollutants. In June 2000, the Air Board issued draft criteria for selecting the communities and asked for public comment, including suggestions for communities where the special monitoring might be conducted. The recommendation above advances action taken by the Board of Supervisors two years ago. In 1998, the Board Chair wrote to the Chair of the Air Resources Board (see attached) to urge the Air Board's support for additional monitoring stations to provide improved, more local data and to urge that the Board take children's health into consideration in evaluating and analyzing monitoring data. The letter was one of several Board actions in response to a report and recommendations the Board had requested of the Hazardous Materials Commission on the document School Haze, issued by a private group. School Haze argued that children in several schools in the county were at greater risk of daily exposure to hazardous materials due to their being near certain industrial facilities. Because of its earlier report, the Hazardous Materials Commission reviewed the Air Resources Board draft criteria and prepared the attached letters to the Air Resources Board for your consideration. The Air Resources Board's proposed studies will help address the lack of data about children's exposures noted in the Commission's report, and are responsive to the concerns in the Board of Supervisors' 1998 letter. Selection of a special monitoring site in Contra Costa County would provide valuable local data, in addition to contributing to the statewide effort. We recommend that you specifically consider Contra Costa County communities in malting your selection. Characteristics of the county and special monitoring resources here(described below) make this area an excellent choice. As you are aware, our county is highly industrialized and crossed by heavily-traveled highways. It is home to several petrochemical refineries, chemical plants, and numerous smaller industrial-facilities. Contra Costa County is growing rapidly, and children are a major component of that growth. We are gratified that your SB 25 studies will address a potential data gap affecting children's health from a statewide perspective. Children's exposure to air pollution is,of particular interest to us. In 1998, the Commission- comprised of representatives of industry, labor, elected city officials, and environmental and civic organizations - reviewed for the Board of Supervisors a statewide report&qt implied that children at several schools near facilities here were at heightened risk of exposure. We unformed ourselves about the monitoring conducted in the county, and heard helpful presentations from Bay Area Air Quality Management District staff. While appreciative of the District's and the Air Resources Board's efforts to monitor the air and protect the population from pollution caused by industrial, vehicular, and other sources, Commissioners remained concerned that there may not be sufficient information about air duality here on a neighborhood basis, due to the County's geography and microclimates. Schools, day care centers, and recreation areas are not monitored. There is thus not good information on children's daytime exposures to PM10, diesel exhaust, and a wide variety of chemicals from industry. Our local concerns mirror the second set of criteria in your document: a number of schools and day care centers here are near and downwind of major industrial and other emission sources, including smaller businesses and heavily-traveled freeways and rail lines. Some are near more than one source, raising questions of cumulative impact from both industrial and mobile sources. The air monitors have not all been located with the emission sources in mind, and none with the schools in mind. On the other hand, there are eight Board and Air District monitors in the county, four monitoring for toxic air contaminants in addition to criteria pollutants, and two for PM 10. Any of these monitors provide an existing source of information for this study, as noted on page 3 of your document. Contra Costa Health Services has equipped a van with a meteorology station, two gas chromatographs, CO and PM10 monitors and related equipment as part of a project with'USEPA to validate an air model. In the private sector, one large facility has installed several types of open-path optical monitors along its fenceline, and a monitor at a neighboring school. The data is available to the county and the neighboring communities, some of whose residents and a school are right at the fenceline. As you know, many facilities here have their own on-site monitors which, while not in neighborhoods, may yet contribute to your data if provided to you. We also have sample results from our Bucket Brigade, a network of residents equipped and trained to take air samples which are then sent for lab analysis. The industrial nature of the county, our several major transportation routes, and our large and growing number of children all fit your criteria and warrant a closer look.. Our numerous microclimates make it difficult to know whether the existing network provides a good representation of children's exposures by neighborhood county-wide. In this way, too, our communities are representative of other areas in the state where wind speed and topography are greatly varied over small distances. Finally, several communities in our industrial areas and along the highways and rail lines have a larger proportion of children whose health is generally at greater risk due to socioeconomic factors. Your criteria do not specifically address this health issue. Assurance that their air quality is good(or learning how it needs to be improved)would be a particular boon to them. Overall, air quality is of great interest to residents, businesses, and government officials throughout our county, and data about any one community would be well-utilized locally in addition to its contribution to the statewide effort.
