SUBJECT: APPROVE the recommendation of the Workforce Investment Board of Contra Costa County
to DESIGNATE the consortium of mandated partners listed below to serve as one-stop
operator for the provision of Workforce Investment Act services to clients in Contra Costa
County, outside the City of Richmond.

RECOMMENDED ACTION:
APPROVE the recommendation of the Workforce Investment Board of Contra Costa County to DESIGNATE
the consortium of mandated partners listed below to serve as one-stop operator for the provision of
Workforce Investment Act services to clients in Contra Costa County, outside the City of Richmond.
FINANCIAL IMPACT:
No County Costs. Activities executed by the consortium will be funded by their own sources and through
Federal Workforce Investment Act funds.
CHILDREN'S IMPACT STATEMENT:
Workforce Investment Act services will support the third community outcome - "Families that are
Economically Self-Sufficient".
BACKGROUND:
The Workforce Investment Act of 1998 (WIA) Section 121(d)(1) requires the local Workforce Investment
Board (WIB), with the agreement with the Board of Supervisors, designate the County one-stop operators.
This action will complete this requirement under the Act.
A WIB committee held public meetings in January, February and March where they discussed the options
available under the Act to designate a Cane-Stop operator. On March 20, the WIB approved its One-Stop
committee recommendation to designate the consortium of mandated partners as the one-stop operator. The
consortium partners include: the State of California Employment Development Department, the State of
California Department of Rehabilitation, the Contra Costa County Employment& Human Services
Department, the Contra Costa County Redevelopment Agency, the Contra Costa County Community Services
Department, the Contra Costa Community College District, and Contra Costa County Adult and Continuing
Education Coordinating Council. The consortium partners selected the Contra Costa County Employment &
Human Services Department to serve as lead agency.
The City of Richmond has its own Workforce Investment Board and service delivery area separate from the
County.

BACKGROUND:
The Workforce Investment Act of 1998 (WIA) Section 121(c)(1) requires the local Workforce Investment
Board, with the agreement with the Board of Supervisors, to enter into a Memorandum of Understanding
(MOU) with the one-stop partners concerning the operation of the County's one-stop delivery system.
The umbrella MOU to result from this action will establish roles and responsibilities, and it will serve as the
basis upon which operational agreements will be made between the One-Stop mandated partners. The
accompanying Board Order (Item # ) designates the seven mandated partners as the one-stop operator
for the provision of WIA services in the County, exclusive of the City of Richmond.
The mandated partners in the consortium include: the State of California Employment Development
Department, the State of California Department of Rehabilitation, the Contra Costa County Employment &
Human Services Department, the Contra Costa County Redevelopment Agency, the Contra Costa County
Community Services Department, the Contra Costa Community College District, and Contra Costa County
Adult and Continuing Education Coordinating Council.

I. RECOMMENDED ACTION:
A. AUTHORIZE the Chair, Board of Supervisors, to sign Child Care Food Program
Reapplication form for the 2000-01 Program Year; and
B. ADOPT resolution authorizing the Community Services Department to:
1. Operate child care centers;
2. Participate in the State Department of Education Child Care Food Program;
3. Designate Greg Gibbons, Family & Children's Services Division Associate Director, as
the authorized representative to the Child Care Food Program(CCFP).
II. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Under State requirements for the 2000-01 Child Care Food Program renewal, all participating entities
must provide documents that attest to a contract agency meeting USDA guidelines. Contra Costa
County, as a participating agency, is required to show that: (1) the Community Services Department
is authorized to operate child care centers, (2) that the Community Services Department is authorized
to participate in the Child Care Food Program, and (3) that Greg Gibbons, Family & Children's
Services Division Associate Director, is authorized to act as the Community Services Department's
representative to the Child Care Food Program.
The attached resolution will accomplish these objectives and keep the County in compliance with new
State regulations.

I. WHEREAS, the California Department of Education Child Care Food Program (CCFP) has enacted a
new criterion requiring specific documents to meet United States Department of Agriculture (USDA)
and California Department of Education legal interpretations before renewing the sponsor's agreement
on July 1, 2000, and
II. WHEREAS, this criterion is met by documenting the Board of Supervisors' authorization of the
Community Services Department to: A) operate child care centers, b) participate in the CCFP, and c)
designate Greg Gibbons, Family & Children's Services Division Associate Director, as the authorized
representative to the CCFP.
III. NOW, THEREFORE BE IT RESOLVED that the Contra Costa County Board of Supervisors
AUTHORIZES the Community Services Department Director to meet the new criterion as stated.
