SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): 1. APPROVE and AUTHORIZE the County Administrator or his designee to execute the First Amendment of the Consulting Services Agreement with Hultgren — Tiilis Engineers (Consultant). This increases the payment limit by $17,980 to a new limit of$28,303 for geotechnical testing and engineering services during construction of the New Martinez Health Center. 2. APPROVE and AUTHORIZE the County Administrator or his designee to execute a Consulting Services Agreement with Inteliant (Consultant) in the amount of $25,158 for telecommunications consulting services during construction of the New Martinez Health Center. 3. APPROVE and AUTHORIZE the County Administrator or his designee to execute the Third Amendment of the Consulting Services Agreement with Clayton Environmental Consultants. This increases the payment limit by $45,000 to a new limit of $71,150 for asbestos and lead-related monitoring and consulting services during demolition of Wards A through D and Building 1. 4. AUTHORIZE the County Administrator or his designee to issue written authorizations to each contract cited in paragraphs 1 - 3, provided that the cumulative total extra cost per contract for all such authorizations shall not exceed $25,000.00. FINANCIAL IMPACT: These Amendments increase the payment limit in aggregate by $88,138. Adequate funds for these Amendments have been established in the General Fund, Plant Acquisition Budget. Bautista, County Probation Officer � C" Oats DATE: July 11, 2000 ` ' ou ntyI SUBJECT: Inter-County Placement Agreements - Del Norte County SPECIFIC REQUEST($)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION RECOMMENDATION That the County Probation Officer be authorized to enter into two (2) agreements with Del Norte County. One agreement is for the purpose of reserving accommodations for the placement of two (2)delinquent wards of the Juvenile Court in Del Norte County's Bar-0 Boys Ranch at a monthly rate of$1,700.00 per reservation. The second agreement would permit the placement of additional delinquent wards from Contra Costa County at Bar-O Boys Ranch, if Contra Costa County needed the resource and if space were available at the Del Norte County facility. The monthly rate for space available placements is $1,850.00 per month per ward. BACKGROUND Del Norte County operates their boys ranch under the provisions of Section 880, Welfare and Institutions Code. The camp has 42 beds which exceed their needs and they make beds available to other counties under the provisions of Section 888, Welfare and Institutions Code. Section 755, Welfare and Institutions Code, allows the Juvenile Court to permit a ward's placement out of county under the supervision of the Probation Officer of that county. Contra Costa County has had agreements with Del Norte for such placements since 1994. Several minors not suitable for placement at the Orin Allen Youth Rehabilitation Facility have successfully completed programs at Bar-0 Boys Ranch and the county currently has two minors in placement there. This resource has expanded the Probation Department's options for difficult to place youth, and having reserved accommodations at Bar-0 facilitates the placement process, resulting in shorter periods of detention at Juvenile Hall pending delivery. Bautista, RE: Inter-County Agreement County Probation Officer Del Norte Co. -Bar-0 Ranch We have been using Del Norte County's Bar-0 Boys' Ranch as an alternative placement since April of 1994. Our staff have placed boys at the facility, visit the Ranch regularly and find it is an ideal resource for certain wards of the Court. We have two guaranteed beds at the facility for which we have been paying $1,700 per month per bed. We also have an agreement with the facility for space available beds at the rate of$1,850 per month. This is a bargain compared to group homes averaging $3,700 per month. We currently have two boys in placement. Del Norte has sent us the contract renewal forms for FY 2000-2001. For the fifth year in a row they have not increased the rate for the guaranteed or space available beds. Attached is a Board Order authorizing the County Probation Officer to enter into two separate contracts with Del Norte County, one for two (2) guaranteed beds at a monthly rate of$1,700 per bed, and a second contract for space available placements at a monthly rate of$1,850 per ward. Please have these contracts placed on the next available Board of Supervisors' agenda. SB:ds Attachments Clbor0001.700 DN CO Agmt# BAR-0 BOYS RANCH AGREEMENT FOR RESERVED ACCOMMODATIONS July 1, 2000 -June 30,2001 THIS AGREEMENT,entered into by and between the COUNTY OF DEL NORTE(DEL NORTE) and the COUNTY OF CONTRA COSTA (COUNTY), both counties being political subdivisions of the State of California, WITNESSETH: WHEREAS, DEL NORTE maintains and operates Ear-O-Boys Ranch (RANCH), a boys juvenile facility pursuant to Article 24 of Chapter 2 of fart 1 of Division 2 of the Welfare and Institutions Code; and said facility has accommodations in excess of DEL NORTE'S needs and available for use by COUNTY; and WHEREAS, COUNTY is desirous of using said facility for housing certain of its Juvenile Court Wards and reserving a fixed number of accommodations for this purpose; NOW,THEREFORE, THE PARTIES AGREE AS FOLLOWS: 1. COUNTY,inconsideration ofthe reservation ofaccommodations for two (2) of its Juvenile Court Wards,agrees to pay DEL NORTE, and DEL NORTE agrees to accept the sum of S 1,700.00 per month for each accommodation so reserved., whether or not said accommodation is actually occupied by a Ward, for a total sum of$ 3,400.00 per month. 2. The payment provided above shall cover all costs with respect to the care and maintenance of the Wards except the following: (a) Costs of any hospital,medical or surgical care and treatment for the Wards; (b) Costs of any dental care for Wards; (c) Costs of transportation and maintenance between COUNTY and RANCH. SPECIFIC REQUIST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Purchasing Agent, or designee, to award a blanket purchase order on behalf of the County Probation Department with Strategic Monitoring, Inc. for an electronic monitoring system and supplies for surveillance of individuals in the Probation Department's Juvenile Electronic Monitoring program in the amount of$200,000 for the period August 1, 2000 through July 31, 2002. FISCAL IMPACT: The funding for this equipment is available in the Probation Department's budget as a result of cost savings generated by the Juvenile Electronic Monitoring program as an alternative to Juvenile Hall detention. BACKGROD: The Probation Department has been contracting with Strategic Monitoring, Inc. since October of 1996 for electronic monitoring units. The number of units utilized each year has increased as this program has proven to be an effective alternative to detention,helping to alleviate the crowded conditions at Juvenile Hall. The County General Services Purchasing Department has completed a bid process for an electronic monitoring system and supplies vendor and Strategic Monitoring, Inc. is the recommended vendor to provide the best combination of price, service and equipment. CONSEQUENCES OF NEGATIVE ACTION: The Probation Department would not have an electronic monitoring system, including equipment and services,to provide this valuable alternative program to eligible youth who would otherwise be confined in secure detention at Juvenile Hall,thereby contributing to the chronic overcrowded conditions at that facility and resulting in increased County costs. In the past two months Current Planning has lost three planners to jobs with other public agencies or private companies thereby increasing the work for remaining staff. Extension of the contract with Community Services Consulting Group is critical to assure that land use applications are reviewed and processed timely. DoIT is currently evaluating the best way to provide support to county departments. In the interim we will continue to use Smart Source. IV.
