RECOMMENDED ACTION: Approve and authorize the Chief Information Officer of the Department of Information Technology or his designee to execute on behalf of the County an agreement with iLink Technology, Inc. effective May 15, 2000 through June 30, 2001 for the amount of $300,000.00. H. FINANCIAL IMPACT: This action if approved will not result in any increased cost to Information Technology. III. REASON FOR RECOMMENDATION AND BACKGROUND: In 1999, the County adopted Lotus Notes as the standard for electronic mail application. Several departments are developing plans to install this product but there is no County strategy to connect, or grow, these systems. The County does not have the technical expertise to develop and/or support an enterprise wide implementation of this product. To provide this expertise we are contracting with iLink Technology, Inc. a certified Lotus organization. They will be recommending to DoIT and other county departments on the most efficient and effective way to implement the software, which will benefit the entire County. IV. CONSEQUENCES OF NEGATIVE ACTION: If this request is not approved Information Technology will able to provide ' support to our customers. 'Yancey County DATE: July 3, 2000 SUBJECT. Short Form Service Contract with Futures Explored, Inc. SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Approve and authorize the District Attorney to execute a Short Form Service Contract with Futures Explored, Inc. The contract will cover the period from July 1, 2000 through June 30, 2001, for the provision of temporary clerical support for DA Family Support. The total cost of the contract is not to exceed $66,000.00. FINANCIAL IMPACT: Funding for this position is built into the 2000-2001 County budget and is included in the initial Federal/State allocation to Contra Costa County. In the event that recent State legislation, which requires transition of Family Support from the District Attorney to County Administration decreases this allocation, Family Support expenditures may need to be reduced. Such a reduction may be partially achieved by early termination of this contract. REASONS FOR RECOMMENDATIONS/BACKGROUND: In January, 2000, the Purchasing Services Officer executed a contract with Futures Explored, Inc. for the period January 18, 2000 through June 30, 2000, to provide clerical support services for the District Attorney, Family Support Division. Futures Explored, Inc. is an organization which provides training in work-related and life skills to adults with developmental disabilities. As a supported employment program it contracts with businesses to provide paid employment for persons with developmental disabilities. This contract and association with Futures Explored, Inc. has proved beneficial for the department. At a nominal cost the department is able to support a community program and in turn has been provided with exceptional clerical support. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would result in both increased costs and would continue our high temporary staff turnover rate. It is becoming increasingly difficult through private for-profit temporary agencies to fill and keep staff in basic clerical functions such as filing. The reliability and production of the Futures staff and the nominal cost for their clerical services are a benefit to the department both in service and fiscal savings. Yancey County DATE: July 3, 2000 SUBJECT: Contract Accountemps Account Clerk Services SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Approve and authorize the District Attorney to execute a Short Form Service Contract with Accountemps to provide temporary account clerk staff for the period from July 1, 2000 through June 30, 2001. The total cost of the contract is not to exceed $500,000.00 for 11 account clerks. FINANCIAL IMPACT: Funding for this activity is built into the 2000-2001 County budget and is included in the initial Federal/State allocation to Contra Costa County. In the event that recent State legislation, which requires transition of Family Support from the District Attorney to County Administration decreases this allocation, Family Support expenditures may need to be reduced. Such a reduction may be partially achieved by early termination of this contract. REASONS FOR RECOMMENDATIONS/BACKOROUND►: Our existing contract payment limit will expire at the end of June 2000. The Family Support Division's conversion to the BEST System, to enhance and improve its collection effort, has resulted in a corresponding increase in the amount of account reviews that must be done so that the system can perform the necessary interest and UAP calculations. While four of these positions have been authorized as project positions, there is currently no existing list from which to fill them. The remaining seven positions represent the growth in activity resulting from BEST. Once all of the accounts are audited, the system will maintain them without user intervention. This is why temporary staff is requested rather than permanent staff. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would leave the District Attorney Family Support Division without adequate clerical accounting support. This lack of support would increase the time needed to resolve problems, reduce staff efficiency, and impact the ability to meet mandated requirements for collections and distribution of payments. The contract will cover the period from August 1, 2000 through June 30, 2001, for the provision of off-site storage and maintenance of child support case record files. The total cost of the contract is not to exceed $62,500.00. FINANCIAL IMPACT: Funding for this position is built into the 2000-2001 County budget and is included in the initial Federal/State allocation to Contra Costa County. In the event that recent State legislation, which requires transition of Family Support from the District Attorney to County Administration decreases this allocation, Family Support expenditures may need to be reduced. Such a reduction may be partially achieved by early termination of this contract. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Family Support Division has over 50,000 case record files stored and maintained off-site with Deliverex. The maintenance portion includes transporting/receiving files, monthly inventory, filing of mail and purging case record files. The Family Support Division has an increasing need to send more files off-site because of the growth in caseload, and the lack of space and staff to maintain the files. This service has been provided on an ongoing basis for the past several years.. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would hamper the Family Support Division in its attempt to pass the federal audit, thereby resulting in a positive net county cost for the Child Support Program. In addition, crucial files and information could be lost and would degrade the Division's efforts to provide mandated child support services to the families and children of Contra Costa County. This amendment effective June 1, 2000 increases the contract amount from $ 107,000.00 to $ 113,000.00. FISCAL IMPACT None. All costs are covered by fees charged to applicants . HArK ,RQ JNDJRRASONfi QR R . _OMMENDAT ONS Darwin Myers Associates provides geotechnical review services for land use projects requiring geology reports or where topographical or geological concerns are present. The work provided by Darwin Myers Associates includes performing initial CEQA assessment and geotechnical issues, reviewing geology reports submitted by applicants, reviewing grading plans and providing guidance on other geotechnical issues. This increase is necessary to cover costs incurred by Darwin Myers Associates through the end of the contract period. The shortfall was caused by Darwin Myers handling some large projects that used up more of the contract funds than previously expected.
