SPECIFIC REQUEST(S)OR RECOMMENbATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(3) :
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) to execute on behalf of the County, Contract #27-293-3 with Augustine
Argenal, M.D. , for the period from February 1, 2000 through January 31,
2001, for the provision of professional health care services for the Contra
Costa Health Plan, to be paid as follows :
a. For Mani-Cal and Commercials Members:
County shall pay Contractor those rates set forth in the Medi-Cal
Schedule of Maximum Allowances in effect on August 1, 1998. In the
event rate increases are subsequently approved by the State of
California and are included in the County's Health Plan capitated
payment, County will thereafter increase the rates County pays to
Contractor accordingly.
b. For Medicare members:
Services for members who are Medicare recipients will be reimbursed at
the Medicare rate of payment. Physician will bill Medicare as primary
payor and County will pay Medicare-required copayments and deductibles
for Medicare approved services.
FISCAL IMPACT-
This Contract is funded by Contra Costa Health Plan (Health Plan) member
premiums . Costs depend upon utilization. As appropriate, patients and/or
third party payors will be billed for services.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On April 27, 1999, the Board of Supervisors approved Contract #27-293-2 with
Augustine Argenal, M.D. , for the period from February 1, 1999 through
January 31, 2000, for the provision of professional health care services to
the Health Plan.
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of their
Individual and Group Health Plan membership contracts with the County.
Approval of Contract #27-293-3 will allow the Contractor to continue
providing professional health care services through January 31, 2001 .

SUBJECT: Approval of Intercounty Services Contract #26-354-1 with Alameda County
for Provision of Psychiatric Treatment Services for Jail Inmates

Approve and authorize the Health Services Director or his designee
(Frank Puglisi, Jr. ) to execute on behalf of the County,
Intercounty Services Contract #26-354-1 with Alameda County, for
the period from July 1, 1999 through June 30, 2000, in the amount
of $204, 720, for the purchase of up to five dedicated beds
(consisting of up to 1, 241 patient days) to provide psychiatric
treatment services for Contra Costa County' s jail inmates at the
Criminal Justice Inpatient Unit of Alameda County' s North County
Jail . This document includes an automatic six-month contract
extension through December 31, 2000, in the amount of $102, 360 .
FISCAL IMPACT:
This Contract is included in the Health Services Department ' s
Enterprise I budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Alameda County has been providing psychiatric treatment services
for Contra Costa County jail inmates continuously since Fiscal
Year 1980-81 under a Regional 302f Criminal Justice Mental Health
Program.
On March 2, 1999 the Board of Supervisors approved Intercounty
Services Contract #26--354 with Alameda County to provide
psychiatric treatment services for patients referred by the Contra
Costa Regional Medical Center and Contra Costa Health Centers .
Approval of this Intercounty Services Contract #26-354-1, will
allow the Contractor to continue to provide treatment services
through December 31, 2000 .

RECOMMED TION(S) :
Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to
execute on behalf of the County, Contract #24-443-16 with Adolescent Treatment Centers,
Inc. , for the period from July 1, 2000 through June 30, 2001, in the amount of $142,150,
to provide an adolescent residential chemical dependency treatment program at its Thunder
Road facility in Oakland. This Contract includes a six-month automatic extension through
December 31, 2001 in the amount of $51,075.
FISCALIMPACT:
This Contract is 100% Federally funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families
that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High
Quality of Life for Children and Families" community outcomes by providing individual,
group, and family counseling; substance abuse education; rehabilitation support services;
and substance abuse prevention services. Expected outcomes include increased knowledge
about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased
use of community-based resources; and increased school and community support for youth and
parents in recovery.
BACKGROUND/REASON(S) FOR RECOMMENDATIONS) :
This Contract meets the social needs of County's population in that it provides a
specialized Substance Abuse Treatment (SAT) program so that addicted youth are provided
an opportunity to recover from the effects of alcohol and other drug use, become self-
sufficient, and return to their families and communities as productive individuals.
On April 25, 2000, the Board of Supervisors approved Contract #24-443-15 with Adolescent
Treatment Centers, Inc. , for the period from April 1, 2000 through June 30, 2000 for the
provision of an adolescent residential chemical, dependency treatment program at its Thunder
Road facility in Oakland.
Approval of Contract #24-443-16 will allow the Contractor to continue providing services
through June 30, 2001.

Acknowledge receipt of notice from Medical and Behavioral
Consultants, Inc . requesting termination of Contract #24-934-3 ,
effective at the end of the workday on July 6, 2000 .
FINANCIAL IMPACT:
This Contract was 10096 funded by Mental Health Realignment funding,
off-set by third party billing.
REASON'S FOR RECOMMENDATIONS/BACKGROUND:
On May 16, 2000, the Board of Supervisors approved Contract #24-934-3
with Medical and Behavioral Consultants, Inc . , for the period from
March 1, 2000 through February 28, 2001, for the provision of
professional psychiatric services, including on-call coverage
services at County' s Juvenile Hall Facility.
The purpose of this Board order is to advise the Board of Supervisors
that the Department and the Contractor, have agreed to terminate
Contract #24-934-3 , effective July 6, 2000 .

SUBJECT. Consulting Services with CSI Telecommunications

I. RECOMMENDED ACTION:
Approve and authorize the Chief Information Officer or his designee to execute an
agreement with CSI Telecommunications for the period of March 1, 2000 to June 30,
2001 in the amount of$150,000.
II. FINANCIAL IMPACT:
None. Funding is already approved.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
The County's Telecommunications division is being merged with the Department of
Information Technology to form an organization that can better serve the automation and
telecommunication needs of the county. The Department of Information Technology does
not have adequate staff to address all the technical issues anticipated to occur during this
transition. CSI is very familiar with the County's telecommunications infrastructure
through other contracts, and can provide the needed assistance to insure this transition is
accomplished efficiently.
