SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Contra Costa Community College District (contract#21-326-05) in the amount of$37,400 for the Heritage Project Foster Parent and Relative Caregiver Training from July 1, 2000 through June 30, 2001. FINANCIAL IMPACT: Funded 7.5% County and under the Options for Recovery Program, 75%Federal, 17.5% State. CHILDREN'S IMPACT STATEMENT: This contract supports three of the County community outcomes: "2)Children and Youth Healthy and Preparing for Productive Adulthood"; "3)Families that are Safe, Stable and Nurturing"; and,"5) Communities that are Safe and Provide a High Quality of Life for Children and Families". Enhanced education and training allows foster parents and relative caregivers to improve the quality of care provided,to assist children cope with past abuse and/or neglect,and to assist children in understanding the reasons for out-of-home placement. BACKGROUND: Contra Costa Community College will provide two training sessions at the Los Medanos Campus as part of the Heritage Project for the Employment and Human Services Department. The training for licensed foster parents and relative caregivers will include education regarding the support and care of drug-exposed and medically fragile chitaren. BACKGROUND: Ms. Mary Kay Miller has provided technical and staff support services to the Family and Children's Trust (FACT) and the Family and Children's Services Advisory Committee(FACSAC) since 1991. The significant volume of coordination and communication required for the staffing and functioning of these two volunteer advisory committees necessitates dedicated staff support. Technical expertise is essential to successful complex contract performance review, needs assessment and request for proposal processes entered into by FACT. Ms. Miller's knowledge of the obligations and responsibilities of the committees, community needs, gaps in service and fiscal impact make her invaluable to the committees. CHILDREN'S IMPACT STATEMENT: This contract directly supports three community outcomes established in the Children's Report Card: "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; "Communities that are Safe and Provide a High Quality of Life for Children and Families."The domestic violence liaison matches clients with community resources,trains EHS staff, and develops interventions, including safety plans for women and children, for those affected by domestic violence. BACKGROUND: Mr. Amen has provided domestic violence liaison services to Employment and Human Services since last February and will continue full-time delivery of these services under this contract. This position improves Employment and Human Services Department services by facilitating the Children and Family Services Bureau's interfacing with agencies that address domestic violence in and near Contra Costa County. Under this contract, Mr. Amen will continue to provide consultation to EHSD staff, develop domestic violence protocol and interventions appropriate for family members affected by domestic violence. This increases community accessibility to domestic violence resources throughout the County.
