FINANCIAL IMPACT: CalWORKs Funds (80%Federal, 20%County funds). CHILDREN'S IMPACT STATEMENT: Services under this contract directly support three community outcomes identified in the Contra Costa Children's Report Card: (3)"Families that are Economically Self Sufficient"; (4)"Families that are Safe Stable and Nurturing"; and, (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families"by assisting program participants to secure and maintain non-subsidized employment. BACKGROUND: In April 1999, Loa Family Community Development responded to an Employment and Human Services Department Request for Interest for Post-Employment Services to Refugees. In May 1999, service delivery began to those CalWORKs refugees residing in West Contra Costa County. In January 2000, services were expanded to include pre- and post-employment services to the CalWORKs refugees in West Contra Costa County. This contract provides supportive services,job orientation, Job Club services,pre- and post-employment services to CalWORKs refugees residing in West Contra Costa County. (#21-527-1) in the amount of$120,000 for dedicated group home services in Central and East County, for the period from July 1, 2000 through June 30, 2001. FINANCIAL IMPACT: Funding for this contract is 100% County dollars. CHILDREN'S IMPACT STATEMENT: The Dedicated Shelter Group Home program supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood"; „Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". This contract will provide children with stable, high-quality residential treatment after entry into the Child Welfare System. BACKGROUND: In 1997, the Board approved the selection of Youth Domes as a dedicated group home provider in Central County after EHSD issued a formal Request For Interest. Youth Homes was the only qualified agency that expressed interest in providing services in Central County, In July 1999, the Board authorized EHSD to contract with Youth Homes for a second dedicated group home in East County. Employment and Human Services seeks to raise the total number of in-County dedicated group homes to four. This contract provides for two dedicated group homes, or twelve beds, and continues services at the established Central County site and the recently opened East County site. Both homes are dedicated to Employment and Human Services under this contract, and both provide 24-hour intake, a no-restriction admission policy and specialized staffing and services to accommodate children whose backgrounds may unknown at time of placement. FINANCIAL. IMPACT: No County cost. The contract will be entirely supported by federal TANF incentive funds. CHILDREN'S IMPACT STATEMENT: This contract supports all five community outcomes established in the Children's Report Card: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families."Identification of first-time families, and delivery of weekly home visits emphasizing infant bonding and nurturing child development, health education and medical care, and assistance with employment, housing, transportation and childcare can provide appreciable reductions in child abuse and neglect. BACKGROUND: On March 7, 2000,the Board approved a contract with the Nurture Company, a nonprofit corporation that provides services to the Welcome Home Baby Program. These services include fiscal management, coordination, and prevention and early intervention services to families with young children. The Nurture Company also coordinates activities with Early Head Start, a home-based outreach service for Head Start families and Newborn Connections, a volunteer home visiting program for new mothers who self-refer after birth. Under this contract, approximately 90-120 families will receive weekly visits from trained family support specialists and staff. This will help to reduce child abuse and neglect, reduce substance abuse, improve parenting skills and increase the percentage of safe, stable households. Services will focus initially on the Monument Corridor area, with program expansion planned to encompass all of Contra Costa County. Program partners include County Health Services, Contra Costa Regional Medical Center, Mt. Diablo Adult Education, Interagency Council of Infant Services, Prenatal a Guidance, Child Abuse Prevention Council and the Diablo Assistance League, among others. FINANCIAL IMPACT: County cost is $175,000. CHILDREN'S IMPACT STATEMENT: This contract directly supports three of Contra Costa County's community outcomes: Families that are Economically Self-Sufficient; Families that are Safe, Stable, and Nurturing; and Communities that are Safe and Provide a High Quality of Life for Children and Families. By confronting denial and addressing substance abuse, participants can overcome addiction and other barriers to self-sufficiency, while reducing the impact of substance abuse on their families. BACKGROUND: Under this contract, Bi-Kett will provide nonresidential drug and alcohol recovery services in West, Central and East County. Program services include drug and alcohol abuse education, drug testing and individual and group counseling, in a substance-free environment. Clients are referred for alcohol and drug recovery services following confirming substance abuse screening. GA applicants with identified substance abuse problems participate in treatment services as a condition of GA eligibility. Failure or refusal to comply with the treatment program may result in termination of aid and sanctions. A three-part process identifies GA clients with potential substance abuse problems, confirms client substance abuse problems through drug and alcohol professionals, and then channels those persons with confirmed substance abuse problems to drug or alcohol recovery services. The contract limits services to GA applicants specifically referred by EHSD. FINANCIAL IMPACT: No additional County costs. Funds are transferred from the original Captions for Recovery grant at the same 30% County 70% State allocation. CHILDREN'S IMPACT STATEMENT: Respite services support four of Contra Costa's Community outcomes: "Children Ready for and Succeeding in School," "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Respite services may be used during times of crisis when a caregiver needs to be away from home, or when parents or relative caregivers need to pursue activities and responsibilities that temporarily take them away from children whose special needs require ongoing care. BACKGROUND: The Board originally approved this contract on July 9, 1999 to provide respite services for foster parents or relative caretakers of drug-exposed infants and medically fragile children under three years of age with special needs. Family Support Services of the Bay Area(FSSBA) supports foster care providers throughout Contra Costa County, with respite services available 24 hours a day, seven days a week. FSSBA has provided respite services to the County, as part of the State Heritage Project, Options for Recovery Program. This action will transfer Options for Recovery funds from the Recruitment budget to the Recovery budget to cover increased utilization costs and has been pre-approved by the State DSS.
