SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with Rape Crisis Center (Contract #21-385-2) in the amount of$107,000 to
administer the Children's Interview Center (CIC) for the period from July 1, 2000 through
June 30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Rape Crisis Center (Contract#21-385-2) in the amount of$107,000 to administer the Children's Interview
Center (CIC) for the period from July 1, 2000 through June 30, 2001.
FINANCIAL, IMPACT:
County cost will be $107,000 out of the overall CTC budget of$192,049.
CHILDREN'S IMPACT STATEMENT:
This contract supports three of Contra Costa County's community outcomes: 1)"Children and Youth Healthy
and Preparing for Productive Adulthood"; 2)"Families that are Safe, Stable and Nurturing"; and 3)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." The CIC
minimizes the trauma experienced by alleged child victims of sexual abuse while simultaneously improving
efforts to collect and gather evidence.
BACKGROUND:
The CIC is a child friendly site where specialists with knowledge of child development and forensic interview
techniques can interview children who have allegedly experienced sexual abuse. The CIC is made up of a
collaboration of agencies: Employment and Human Services, the District Attorney's Office, the Sheriff's
Department and other law enforcement agencies, and Rape Crisis Center. Interagency coordination creates a
dynamic and positive change agent that can help children in the least intrusive and repetitive manner possible,
while eliciting information that may protect children and help reduce further incidents of crime.
The Board authorized acceptance of an OCJP grant on June 24, 1997 for a three-year cycle of funding for the
CIC. This contract covers a new period of CIC funding.

to contract with Ms. Vicky Pierce (#21-495-2) in the amount of$47,000 for foster parent
liaison services, for the period from July 1, 2000 through June 30, 2001.

RECOMMENDED ACTION.
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Ms. Vicky Pierce (#21-495-2) in the amount of$47,000 for foster parent liaison services, for the period from
July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
No County cost. Contra Costa County's State and Federal Foster Family Homes (FFH) and Foster Family
Licensing (FFL) allocations cover all contract costs.
BACKGROUND:
The Board authorized Employment and Human Services to contract with Ms. Pierce for full-time foster
parent liaison services last October. The Children and Family Services Bureau of the Employment and
Human Services Department requires continued staff support in its foster care program and this contract will
help EHSD to fill that need through fiscal year 2000-2001.
The full-time services provided by Ms. Pierce improve EHSD's ability to: identify issues and concerns
relative to foster care; mediate case-specific issues; identify needs of foster families; and facilitate positive,
productive working relationships between EHSD and foster families.
Ms. Pierce has provided these services to Employment and Human Services since July 6, 1999.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Ryno Imaging Systems, Inc. (#21-546-1) in the amount of$200,000 for technical support services for the
Information Technology Division, for the period from July 1, 2000 through October 31, 2000.
FINANCIAL IMPACT:
County cost is $20,000 (20%). Federal and state funds in the amount of$180,000 (80%) cover remaining
contract costs.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." EHSD depends
on automation for the payment of benefits and delivery of services, and this contract directly supports
agency-wide technical systems.
BACKGROUND:
The Board authorized Employment and Human Services to contract with Ryno Imaging on August 17, 1999.
This contract will allow EHSD to retain critical technical services from skilled and experienced personnel who
can correct system problems, move and install equipment, and maintain essential system functions until the
department can issue and complete a public bid process for these continuing service needs.
During the last contract period, Ryno Imaging successfully assisted EHSD through the potential uncertainties of
the Y2K.problem and serious staff shortages. Employment and Human Services anticipates issuing a formal
public Request for Proposals (RFP) in August, 2000. The RFP will solicit potential service providers that can
help meet the Department's extensive continuing technical support requirements in the areas of network
administration, desktop technical support and general help-desk support.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment& Human Services Director, or designee, to contract with

FINANCIAL IMPACT:
No County funds. This contract is funded 100% Family and Children's Trust Committee (FACT) funds.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the fourth and fifth outcomes, "Families that are Safe, Stable and
Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
Activities under this contract will provide in-home visitation services to families and children.
BACKGROUND:
The Welcome Horne Baby Program was developed as one of the major prevention/early intervention service
delivery strategies for families with children ages 0-3. This program of in-home visitation services for all first-
time parents provides parent education and support, health information, screening and improved access to
medical care, and referrals to other community services as necessary (including mental health, special needs
services, housing assistance, employment opportunities, child care resources, etc.). Development of this
program has been designated by the Family and Children's Policy Forum and the Department of Employment
and Human Services as one of the highest priorities.
The significant amount of time required to complete the strategic planning process, coordinate this program
with other County Departments and community-based agencies, establish an evaluation process, and develop the
contracts to implement services, necessitates the full-time commitment of an experienced Program Director.
Members of the Family and Children's Trust Committee (FACT) recognize the need for such a person and have
committed funds to support this position.
Ms. Ruffini was selected after a well-publicized search and interviews with Department personnel. Her long-
time involvement with the operation of in-home visitation programs is essential to the effective development and
implementation of a successful program. Ms. Ruffini has been in the Welcome Home Baby Program Director
position since November 1, 1999.

CalWORKs Funds (80%Federal, 20% County funds).

Services under this contract directly support three community outcomes identified in the Contra Costa

Families" by assisting program participants to secure and maintain non-subsidized employment.
BACKGROUND:
Refugee Employment Social Service (RESS) funding was available for services to refugees and Limited English
Proficient(LEP) individuals through September 30, 1999. CalWORKs funding continued the County
Department of Education contract through June 30, 2000.
This contract provides supportive services,job orientation, Job Club services, and employment services to
Limited English Proficient(LEP) CalWORKs clients.
