AUTHORIZE the Chief Engineer of the Flood Control District, on behalf of the Contra Costa County Flood Control District, to enter into a standard developer reimbursement agreement with the County Redevelopment Agency for funding of Drainage Area 48B Improvements in the Bay Point Redevelopment Project Area. FISCAL IMPACT The estimated cost of the project is $200,000. No General Funds would be utilized. Redevelopment Funds will be used for the improvements. Drainage Area 48B funds will be used to reimburse the Redevelopment Agency when the funds become available. BACKGROUND/REASONS FOR RECOMMENDATIONS A major activity in Bay Point is to improve and upgrade the existing infrastructure. Flow is constricted at the 60-inch culvert under Port Chicago Highway, resulting in flooding upstream. Property owners in the Shore Acres area, upstream of the culvert have experienced flooding problems. Replacement of the 60-inch culvert with an 84-inch culvert would alleviate the flooding problems upstream of the culvert. Currently, Drainage Area 48B does not have the funds available to pay for the proposed improvements. These funds will become available when drainage area fees are collected for development on the south side of State Route 4. The Bay Point Project Area Committee has recommended that the Redevelopment Agency pay for the improvements and enter into a reimbursement agreement with the Flood Control District.
