'QSta DATE: _ {h County SUBJECT: Power loss during the week of June 12 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REQUEST that a representative from the Pacific Gas and Electric Company give a presentation to the Board on the recent widespread loss of power during a time of high demand for electricity, as well as their plans for preventing power loss during the coming high-demand months. The report should also include a description of PG&E's policies and procedures regarding deliberate "rolling brownouts"and the process for notifying citizens of their location and duration. BACKGROUND: During the week of June 12th, 2000, Contra Costa County experienced high levels of demand for electricity due to extremely hot temperatures. There were numerous instances of power loss at residences and businesses throughout the county,many lasting 12 hours or more. Local media reported that PG&E had instituted a series of planned"rolling brownouts" lasting no more than 90 minutes in any location. Given the contradiction between what was reported and citizens' actual experiences of economic loss and discomfort,the Board of Supervisors would like an explanation of the power outages during the week of June 12 and what PG&E's plans are to prevent outages in the upcoming months of peak demand. The Board also requests information on PG&E's policies and procedures regarding planned brownouts, including how citizens are to be notified of their location and duration.
