Approval of Mental Health Specialist Contract #24-995-2 with Carlos
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) to execute on behalf of the County, Mental Health
Specialist Contract #24-995-2 with Carlos Zapata, M.D. , in the amount of
$92 , 829, for the period from May 1, 2000 through April 30, 2001, for the
provision of professional outpatient psychiatric services .
FISCAL IMPACT:
This Contract is funded by Mental Health Realignment, and offset by third
party billing.
BACKGROUNDIREASON(S_FOR RECOMMENDATION(S) :
For a number of years the County has contracted with Medical, Dental and
Mental Health Specialists to provide specialized professional services
which are not otherwise available.
Can June 15, 1999, the Board of Supervisors approved Contract #24-955 (as
amended by Contract Amendment Agreement #24-995-1) with Carlos Zapata,
M.D. , for the period from May 1, 1999 through April 31, 2000, for
provision of professional psychiatric services at Pittsburg Adult Mental
Health Clinic.
Approval of Mental Health Specialist Contract #24-995-1 will allow the
Contractor to continue providing services at the Pittsburg Adult Mental
Health Clinic, through April 30, 2001 .

HONORING BILL KASSEL FOR HIS TEN YEARS of DEDICATED SERVICE
TO THE EL SOBRANTE VALLEY COMMUNITY
WHEREAS, Bill Kassel has lived in the El Sobrante Valley for the past igen years where
he has been respected as an articulate, thoughtful and caring community leader,and
WHEREAS, Bill Kassel first became involved the in El Sobrante Valley when he noticed
that people were dumping rotten, rat-attracting wood behind his house,and
WHEREAS, Bill Kassel has served as an active member of the El Sobrante Community
Foundation,the E1 Sobrante Joint Planning Committee, the E1 Sobrante Coordinating
Council and the El Sobrante Municipal Advisory Council,to which he has served as
chair for the past l ',h years,and
WHEREAS, through the years, Bill !Cassel has aggressively and passionately pursued
issues that were of concern to the El Sobrante communtiy;and
WHEREAS, one such issue includes opposing liquor licenses in the El Sobrante Valley,
by testifing in front of the State Department of Alcoholic Beverage Control.This
resulted in denials of three liquor licenses in the El SobranteValley,and
WHEREAS, in 1998 Bill Kassel also helped to organize,an eight-clay clean up of San
Pablo Creek where over 65 cubic yards of waste were removed;and
WHEREAS, as a public servant, Bill Kassel is known as a dedicated and sincere
community representative who is always accessible to EI Sobrante residents and
WHEREAS, Bill Kassel will be missed by his fellow committee members,city and
county staff, local government officials and the El SobranteCommunity,and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Contra Costa County does hereby recognize and honor Bill Kassel for his strong
common sense leadership, his sincere dedication to the citizens of El Sobrante,and his
tireless efforts to represent the interests of his fellow El Sobrante residents.

Dear Governor Davis:
The Contra Costa County Board of Supervisors is requesting that you reinstate the budget
augmentation of$5,000,000 for the restoration of the John Marsh Stone Home in Brentwood,
California.
The John Marsh Stone Home is a 7004 square foot house and was built on its present site in
1856,by Dr. John Marsh. In 1856, a San Francisco newspaper called the home "the grandest
farm house in all of California." The home is described by the National Trust for Historic
Preservation "as a national treasure"and should be preserved,
John Marsh, a physician and cattleman, was one of the earliest pioneers in Contra Costa
County. He was the first settler to build a mansion in the West in 1837. The site of the home
is the location of the first terminus of the California Trail.
The John Marsh Stone Home is a California Parks and.Recreation property that is sorely in need
of rehabilitation. The stone house is one of a kind,but is deteriorating rapidly. It is unsafe and the
California Department of Parks and Recreation does not allow visitors. A budget augmentation
would restore this former magnificent mansion to its former glory and preserve an important
historical site for Contra Costa County and for the State of California.
The project has tremendous historical, education and cultural value to the state and to Contra
Costa County. We urge you to restore the $5,000,000 to the state budget.
