FISCAL IMPACT: This Contract is funded by Mental Health Realignment, and offset by third party billing. BACKGROUNDIREASON(S_FOR RECOMMENDATION(S) : For a number of years the County has contracted with Medical, Dental and Mental Health Specialists to provide specialized professional services which are not otherwise available. Can June 15, 1999, the Board of Supervisors approved Contract #24-955 (as amended by Contract Amendment Agreement #24-995-1) with Carlos Zapata, M.D. , for the period from May 1, 1999 through April 31, 2000, for provision of professional psychiatric services at Pittsburg Adult Mental Health Clinic. Approval of Mental Health Specialist Contract #24-995-1 will allow the Contractor to continue providing services at the Pittsburg Adult Mental Health Clinic, through April 30, 2001 . The John Marsh Stone Home is a 7004 square foot house and was built on its present site in 1856,by Dr. John Marsh. In 1856, a San Francisco newspaper called the home "the grandest farm house in all of California." The home is described by the National Trust for Historic Preservation "as a national treasure"and should be preserved, John Marsh, a physician and cattleman, was one of the earliest pioneers in Contra Costa County. He was the first settler to build a mansion in the West in 1837. The site of the home is the location of the first terminus of the California Trail. The John Marsh Stone Home is a California Parks and.Recreation property that is sorely in need of rehabilitation. The stone house is one of a kind,but is deteriorating rapidly. It is unsafe and the California Department of Parks and Recreation does not allow visitors. A budget augmentation would restore this former magnificent mansion to its former glory and preserve an important historical site for Contra Costa County and for the State of California. The project has tremendous historical, education and cultural value to the state and to Contra Costa County. We urge you to restore the $5,000,000 to the state budget.
