SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. CONSIDER report and ADOPT recommendations from the Director of Human Resources concerning continuation of existing wellness program activities and the development and implementation of new wellness programs. 2. ADOPT the recommendations from the Director of Human Resources on the health clubs proposals offering discounts to County employees and retirees and AUTHORIZE the Director of Human Resources to enter into a contractual agreement with 24 Hour Fitness and the Big C Athletic Club to provide discount rates to County employees and retirees. BACKGROUND: At the November 16, 1999 Board of Supervisors meeting, the Director of Human. Resources was directed to report back to the Board on the Employee Wellness Program. The Director of Human Resources was also directed to report back to the Board on providing discounts for County employees at other existing health club facilities. The Human Resources Department conducted a Request for Proposal process to determine the level of discounts and services available at health club facilities located throughout Contra Costa County. The attached report addresses these directives. The benefits of an employee wellness program are not always obvious. The experience of many wellness programs has been that the indirect benefits of an employer sponsored health promotion program include: • increased productivity • increased energy level • improved morale and employer image Wellness Programs that experience strong, support and encouragement from their managers also reap greater success and higher participation with their wellness activities. Page Z -D 3, Employee Wellness Program Current Activities and Programs The Employee Wellness Program currently provides the following programs, services and activities to County employees. • The Wellness Incentive Pr+tuxram developed by the joint Labor/Management Wellness Committee is a year-round program, which rewards and recognizes employees for participating in Wellness Program activities. ■ Health Educational Programs: • Wellness Newsletters containing information on health and safety topics along with current wellness activities are distributed quarterly to all County employees. • Informational Guides are available year-round to County employees that provide specific information on wellness topics and highlight those resources available to seek further assistance. • Special Classes and Brown Bag Seminars promoting health and wellness are offered at various County worksite locations throughout the year. ■ Health Fairs are offered at various County locations. Employees are offered an array of wellness information, health screenings, testings, and information on the many wellness resources available to them within the County and the community. • Health Screenings and Assessments include blood pressure screenings, body composition assessments, and cholesterol testings offered periodically throughout the year and in conjunction with our Health Fairs. ■ Fitness, Weiaht, and Stress Management Proarams: • Aerobic Exercise and Weight Management Classes are provided at various County worksite locations throughout the year. • Fun Run and Walks are offered each November to promote the Great .American Srnokeout. Employees are also encouraged to develop partner walking groups during breaks and lunch breaks. • Wellness Challenges provide employees with self-paced incentive programs in the areas of exercise, fitness, nutrition, weight management, and stress management. ■ ValuntMY Blood Drives coordinated with the American Teed Cross are currently conducted eight (8) times a year at two (2) County worksite locations. Page 4 un 00 o lot r � v i t Ya$e b -00 ■ 24 Hour Fitness Proeram Hiehli htsr • Monthly dues grandfathered. ■ County discounts also extended to current County members of 24 Hour Fitness. ■ Corporate memberships include. • orientation meetings; • promotional materials; • representatives at County health fairs; and •' free promotional passes. ■ Most of the facilities operational 7 days a week, 24 hours a day. ■ Miscellaneous Services: • Two (2) free appointments from certified personal trainers offered to new County enrollees. • Child Care available for a nominal fee. 2. A NEW DIRECTION FOR THE WELLNESS PROGRAM With the closure of the Contra Costa Club, Wellness staff will concentrate on developing a variety of new wellness activities and marketing strategies to increase the activities sponsored by the Employee Wellness Program. These activities include: ■ Increase the number of worksite locations for providing the following wellness activities: • Health screenings, testings and educational seminars. • Conduct wellness surveys to determine employee and department needs. • Implement aerobic exercise classes in locations throughout the County. A lease for the McMahon-Telfer building in downtown Martinez has been secured to conduct exercise classes beginning June 14, 2000. Exercise classes will be established in East and West County locations by this Fall, 2000. • Distribute health education and wellness challenge packets. ■ Market the various wellness programs and activities via usage of the County Intranet. ■ `C.lse Internet resources to assist employees in determining individual wellness health profiles. ■ Provide personalized wellness program services to employees as well as implement personalized group programming within County departments. ■ Provide additional wellness seminars and presentations focusing on specific health issues and topics at County worksite locations. ■ Conduct Women and Men Health Issues Symposiums at various County worksite locations. ■ Increase the level of wellness programming for County retirees. In Summary The Employee Wellness Program continues to conduct a variety of programs and activities geared to educate employees to achieve healthier lifestyles and look forward to the opportunity to develop and implement additional programs and activities. We also encourage the employees and retirees benefiting from our programs to share these healthier lifestyle habits with their families. Page 10
