SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
AMEND contracts (#19-6006-0, #19-6007-0, and #19-6008-0) with the service providers
specified in Attachment 1 with no change in payment limits for services to Welfare-to-''►Fork

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contracts (#19-6006-0, #19-6007-0, and #19-6008-0) with the service providers specified in Attachment 1 with
no change in payment limits for services to Welfare-to-Work eligible clients in Contra Costa County for the
period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
No County cost. One hundred percent Department of Labor Welfare-to-Work National Competitive Grant
funds.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third community outcome, "Families that are Economically Self-
Sufficient".

BACKGROUND:
The Contra Costa County Private Industry Council approved designation of the specified service providers in
Attachment 1 on August 2, 1999 as a result of a Request for Qualification issued on May 24, 1999.
Contractors provided service between July 1, 1999 and June 30, 2000. The Department of Labor extended
the National Competitive Grant to June 30, 2001. These amendments will allow the One-Stop Career Center
contractors to continue providing job placement, job retention, post-employment and other supportive
services to Welfare-to-Work eligible clients through the end of funding cycle.

payment limits indicated therein for services to Welfare-to-Work eligible clients in Contra Costa County for the
period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:

BACKGROUND:
The Contra Costa County Private Industry Council approved the list of service providers (see Attachment 1)
on April 14, 1999 as a result of a Request for Application issued on March 8, 1999. These contractors have
provided service since July 1, 1999. Amendments to these contracts will allow the Once Stop Career Center
contractors to continue providing job placement, job retention, post-employment, and other supportive
services to Welfare-to-Work eligible clients.

designee, to contract with Ken Acosta (#21-482-3) in the amount of$56,500 for coordination of
job development services for CalWORKs participants for the period of July 1, 2000 through June
30, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
contract with Ken Acosta (#21-482-3) in the amount of$56,500 for coordination of job development services
for CalWORKs participants for the period of July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
Funded 15% County, 85% Federal.
CHILDREN'S IMPACT STATEMENT:
This contracts supports the following Children's Report Card community outcomes: (3) "Families that are
Safe, Stable and Nurturing", (4) Families that are Economically Self Sufficient, and (5) Communities that are
Safe and Provide a High Quality of Life for Children and Families" by assisting CalWORKs participants to
secure and maintain unsubsidized employment.
BACKGROUND:
The contract allows for the continued coordination of special hiring projects for Ca1WORKS participants,
private sector job development, and training and education to service providers. In addition, the coordination
requires gathering of information regarding performance outcomes and indicators, implementation of
Department of Labor welfare-to-work grant(s), and development of countywide outreach and recruitment
programs.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services, or designee, to AMEND
Contract#21-285-6 with Contra Costa County Department of Education to coincide with the full period of
funding availability (October 1, 1999 through June 30)2000).
FINANCIAL IMPACT:
Ca1WORKs Funds (80%Federal, 20% County funds)
The requested amendment does not effect funding and allocation amount(s).
CHILDREN'S IMPACT STATEMENT:
Services under this contract directly support two community outcomes identified in the Contra Costa Children's
Report Card: (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe Stable and
Nurturing" by assisting program participants to secure and maintain non subsidized employment.
BACKGROUND:
On March 7, 2000, the Board authorized the use of Ca1WORKs funds from January 1, 2000 through
June 30, 2000 to contract with Contra Costa County Department of Education for refugee services. This
amendment will allow access to funding for the period of October 1999 through June 30, 2000.
Refugee Employment Social Service (RESS) funding was available for services to refugees and Limited English
Proficient(LEP) individuals through September 30, 1999. CalWORKs funding was then made available to
continue services through the County Department of Education contract.
This contract provides job orientation, Job Club services, and employment services to Limited English
Proficient(LEP) Ca1WORKs clients.

FISCAL:
Funded 20% County, 80% Federal and State.
BACKGROUND:
Contra Costa Community College(CCCC)will provide training sessions at the Los Medanos campus for
Employment and Human Services Department(EHSD) staff, as part of ongoing staff development efforts. The
training is designed to enhance professional effectiveness. The staff development training is a total of 18 hours.
Up to eight separate three-day training sessions will be offered.
