Mr. Katz was retained to assist the County and it's Redevelopment Agency in reviewing design and site plan concepts for the development sites in the Pleasant Hill BART Station Area as well as the public improvements being planned in the area. To date the original contract has been used to introduce the local community to the design principals referred to as "New Urbanism"; to review and critique the proposed Station Oaks (Thomas) office building; and to provide a review of the BART joint development site community planning programs.'The original contract, which was less than $25,000, will shortly run out of budgetary authority. Additional activities related to the BART property development, including the development and implementation of a community charette program, as well as a review of the anticipated Spieker property office proposal and the public improvement projects -- Greenspace pedestrian overcrossings—require additional budgetary authority. The total amount of budgetary authority provided by this recommended action would result in a contract not to exceed $50,000. Redevelopment Agency Funds would be used to pay for the costs of these services. Some of the services may be reimbursable from private developers and/or grant funds. No General'Funds are involved. The townhouse development will begin construction this summer. The DDA contemplated that the development of the townhouse portion could require the creation of a limited partnership in which either Holliday Development or the Martin Group would substantial financial interest or control. BART Lofts, LLC substantially meets the requirements of the DDA. The Consent&Agreement provides for the assignment of the townhouse development obligations to BART Lofts, LLC.
