following CDBG Program Agreements with payment limits as indicated on Exhibit A, during the period
beginning July 1, 2000 and ending June 30, 2001.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The CDBG program is Federally funded at no cost to the County. The agreements are necessary to begin
projects for the new program year that began on July 1, 2000 and ends June 30, 2001.

HSG 00-07 Rental Rehabilitation Program Housing Authority of the $250,000
County of Contra Costa
The purpose of this program is to increase and maintain the supply of rental housing affordable to extremely-
low, very-low, and low-income Urban County households through the provision of subsidized housing
rehabilitation loans. Loans will be provided to rehabilitate up to 30 housing units.

Department
The purpose of this program is to maintain the supply of affordable housing owned and occupied by very-low
and low-income households in the City of San Pablo through the provision of subsidized housing rehabilitation
loans to 14 qualified households. The program includes 8 emergency grants.

Program Department
The purpose of this program is to maintain the supply of affordable housing through he provision of low-
interest loans for the rehabilitation of housing owned/occupied by very low- and low-income households in the
Urban County.
HSG 00-13 Fair Housing Counseling Shelter Inc. $40,000
The purpose of this program is to alleviate problems of housing discrimination through the provision of fair
housing counseling services to residents of the Urban County. Services will be provided to 90 households.
HSG 00-14 Fair Housing Services/ Bay Area Legal $35,000
Legal Assistance Aid
The purpose of this program is to alleviate problems of housing discrimination through the provision of legal
assistance to Urban County residents experiencing discrimination. Services will be provided to 100
households.
ED 00-16 Self Sufficiency Through Cambridge Community $50,000
Licensed Family Day Care Center
The purpose of this program is to increase the opportunities for low-income women to achieve economic self-
sufficiency through self-employment. The program will serve 20 women.
ED 00-17 Family Day Care Contra Costa Child $90,000
Development Project Care Council
The purpose of this project is to increase opportunities for very low- and low-income persons to start and
succeed in operating a micro-enterprise as a licensed day-care provider. The program will serve 20 women.
ED 00-18 Small Business Management Private Industry Council/ $75,000
Assistance Program Work Investment Board
The purpose of this project is to increase the number of micro-enterprises, owned and operated by very low-
and low-income persons, and to sustain existing micro-enterprises. The program will serve 100 persons.
ED 00-19 Increase Your Business Success West Contra Costa Business $59,100
Development Center
The purpose of this program is to improve the success of micro-enterprises located in West County through
instruction,technical assistance, and peer networking. Assistance will be provided to 30 businesses resulting in
10 new jobs.
ED 00-20 West Contra Costa Community Rubicon Programs $131,400
Access to Employment
The purpose of this program is to increase opportunities for low-income persons, especially those with limited
English language skills, illiteracy and those not eligible for CALWORKS,to become economically self-
sufficient through job training and placement assistance. Services will be provided to 100 persons.
OP 00-24 Manhole Cover Rehabilitation Rodeo Sanitary District $14,000
The purpose of this project is to decrease incidents of sewage overflow and improve safety for motorists and
pedestrians through renovation of 30 manholes.
OP 00-26 Rumrill Place Community Lao Family Community $28,000
Center Development
The purpose of this project is to provide a neighborhood facility for community meetings, youth recreation,
workshops and classes, and social gatherings through the construction of a community center.
OP 00-30 Pedestrian Ramps-Old City of San Pablo $22,000
Town Section Phase V
The purpose of this project is to remove architectural barriers to mobility impaired individuals that live in the
city of San Pablo. The sponsor proposes to install 30 curb ramps in the Old Town Section of San Pablo.
OP 00-32 ADA Compliant Restrooms Port Costa Conservation $18,500
Port Costa School Building Society
The purpose of this project is to improve accessibility for the disabled and mobility impaired through the
reconstruction of the restrooms in the Old Port Costa School building to make them ADA compliant.
PS 00-33 24-Hour Homeless Hotline Contra Costa $20,000
and Emergency Shelter Program Crisis Center
The purpose of this program is to prevent homelessness and provide 24-hour crisis intervention and emergency
shelter to low-income Urban County residents. The program will provide a 24-hour hotline for the homeless to
assist them in securing shelter and other essential services. The program also provides counseling to assist
clients in locating long-term shelter, and motel vouchers to homeless families with children, and persons whose
health and safety is at risk for one or two nights. Approximately 1,500 persons will be served by this program.
PS 00-34 Assistance for Homeless Cambridge Community $25,000
& Families in Crisis Center
The purpose of this program is to alleviate of prevent homelessness by ensuring the provision of basic survival
needs of homeless families and individuals in crisis including referrals, food, clothing,personal items,
household goods etc. Approximately 1600 individuals or families will be served by this program.
PS 00-35 Comprehensive Housing Pacific Community Services $10,000
Counseling Incorporated
The purpose of this program is to prevent homelessness and maintain affordable housing by providing housing
counseling to 250 low-income persons in East County. The program provides counseling in areas such as
landlord/tenant, mortgage default and delinquency counseling,prepurchase/rental, educational, and information
and referral.
PS 00-36 Emergency Housing and Shelter Inc. $32,000
Homeless Services
The purpose of this program is to maintain housing and prevent homelessness through landlord/tenant
counseling or direct housing assistance. The program provides landlord/tenant counseling,rental/mortgage
assistance, and home-owner assistance to 660 residents throughout the Urban County.
PS 00-38 Housing and Homeless Bay Area Legal $15,000
Assistance Program Aid
The purpose of this program is to reduce the incidence of homelessness by preventing evictions and preserving
habitability rights. The program will provide housing related legal advice and direct representation for 200
tenants throughout the Urban County.
PS 00-39 Martinez Dining Room Loaves and Fishes of $ 10,000
Contra Costa
The purpose of this program is to alleviate hunger by providing nutritious meals to people seeking emergency
food assistance living in the City of Martinez. Sponsor will provide meals to 175 persons. The project works in
cooperation with PS 00-47, Prepared&Perishable Foods Program.
PS 00-40 Prepared and Perishable Contra Costa Food Bank $12,000
Program
The purpose of this program is to provide nutritious meals to people seeking emergency food assistance from
soup kitchens and shelters. Food will be collected and delivered to four soup kitchens. The program will
provide 12,000 meals annually.
PS 00-41 Ombudsman Services of Ombudsman Services of $ 10,000
Contra Costa Contra Costa
The purpose of this program is to decrease incidents of elder abuse and quality of care issues for frail and
dependent seniors residing in nursing homed and residential care facilities located in the Urban County through
advocacy. Approximately 550 Urban County seniors will receive services.
PS 00-42 Jobs Plus. Employment Program Independent Living $10,000
for Persons with DisabilitiesResources of Contra Costa County
The purpose of this program is to increase opportunities which lead to financial stability for persons with
disabilities by providing counseling and pre-employment training and job placement assistance to 32 Urban
County residents.
PS 00-43 Living Safely at Home Independent Living $10,000
Resources of Contra Costa County
The purpose of this program is to establish and maintain safe, secure, and independent living arrangements for
60 persons with disabilities through provision of in-home independent living skills training and advocacy
services.
PS 00-44 Transitional Housing Battered Women's Alternatives $21,000
Program
The purpose of this program is to improve the ability of women and children who have experienced domestic
violence to establish a new life and achieve self-sufficiency through the provision of transitional housing and
supportive services. The program will serve 10 families and 2 single women.
PS 00-45 Alzheimer's Respite Care West County Adult Day Care $15,000
The purpose of this program is to provide sheltered day care services six days a week to 40 seniors with
Alzheimer's. The program provides support services to seniors and their care givers in West County.
PS 00-46 HI'V/AVIS Resources New Connections $17,000
The purpose of this program is to enable people living with HIV/AIDS, including those with substance abuse
problems to live longer and more productively by accessing case management and support services. Services
will be provided to 100 residents throughout the Urban County.
PS 00-47 HIV Nutrition Education Diablo Valley AIDS Center $16,000
and Food Program
The purpose of this program is to maintain or improve the physical, psychological, and social well being of
low-income people with HIV/AIDS and their families by providing food and nutrition eduacation. A minimum
of 100 persons or families will be served. PS 00-48 Independent Living Skills for Lions Blind Center
$10,000
the Visually Impaired of Diablo Valley
The purpose of this program is to avoid institutionalization and maintain independence in a safe for people with
visual impairments. In-home independent living skills training will be provided to 43 adults throughout the
Urban County.
PS 00-49 Multicultural/Senior Neighborhood House $65,000
Family Center of North Richmond
The purpose of this program is to provide and maintain a community center for residents of North Richmond.
The program provides, in collaboration with other community agencies, nutrition programs, information and
referral, education programs, arts and crafts, and social programs reflective of the area's cultural diversity.
PS 00-51 Conflict Resolution Panels Center for Human Development $18,000
The purpose of this program is to resolve conflicts peacefully through mediation and conciliation instead of
violence. The program provides free third party conciliation &mediation for 10 people of North Richmond and
San Pablo. Volunteers will be recruited and trained in conflict resolution.
PS 00-52 Sexual Assault Victim Rape Crisis Center $31,000
Empowerment Program
The purpose of this program is to increase interpersonal safety and community capacity for resolution of
conflicts and to create and sustain safe &peaceful environments for community members through the provision
of 24-hour crisis intervention services to 240 sexual assault victims and their families.
PS 00-53 Child Parent Enrichment Family Stress Center $13,000
Program
The purpose of this program is to prevent child abuse and neglect through intervention with at-risk families.
The program will provide in-home counseling and support to 16 families throughout the Urban County.
PS 00-54 YWCA Family YWCA of Contra $20,000
Empowerment Program Costa County
The purpose of this program is to increase family self-sufficiency through the provision of mental and physical
health, and job training services to 150 families in the YWCA's child care program.
PS 00-56 Spanish Language & Bay Point Family $14,500
Literacy Assistance Health Center
The purpose of this program is to assist Bay Point resident in accessing health care and community services by
providing Spanish Language translation and literacy assistance to 375 families.
PS 00-57 Legal Services for Needy Contra Costa Senior $14,000
Urban County Seniors Legal Services
The purpose of this program is to prevent the loss of housing, elder abuse and financial abuse of seniors by
providing free legal counsel and direct representation to 400 Urban County seniors.
PS 00-58 Assist in Management Elder Abuse Prevention $20,000
The purpose of this program is to enable seniors to maintain independence and avoid institutionalization
through representative payee/bill payer services and financial abuse education. The program will serve 60
residents.
PS 00-59 Senior Home Equity Eden Council for Hope $10,000
Conversion Counseling and Opportunity
The purpose of this program is to educate 80 low-income Urban County seniors on reverse mortgages in order
to prevent displacement or premature institutionalization. Objective counseling about reverse mortgages will
help seniors in the Urban County stay in their homes and have cash flows to meet basic needs.
PS 00-60 The Senior Service Network Pleasant Hill Recreation $10,000
and Park District
The purpose of this program is to prevent displacement or premature institutionalization of seniors. The
program will provide on-site crisis intervention and care management services to 250 Central County seniors,
primarily residing in Pleasant Hill.
PS 00-61 After School Outreach East Bay Center for $22,000
Performing Arts Program the Performing Arts
The purpose of this program is to increase access to a safe and postive environment in the critical after school
hours through the provision classes in music, dance, &drama in San Pablo and North Richmond.
Approximately 500 children will be served.
PS 00-62 Boys & Girls Club Boys & Girls Club of Martinez $20,000
Program Director
The purpose of this program is to increase self-esteem and develop potential of school aged youth through
education and career development, sports and recreation, life skills and leadership development.
Approximately 220 youth will be served by this program.
PS 00-63 Child Assault Prevention Family Stress Center $12,000
Program
The purpose of this program is to prevent incidents of child abuse by teaching self-protection skills to children.
The program, will provide assault self-protection workshops to 2100 pre-school and elementary school children
throughout the Urban County.
PS 00-64 Invest in Kids -Mentoring Healing Our Nation From $14,150
& Scholarship Program 'violence
The purpose of this program is to help youth stay in school, maintain or improve school performance,postpone
parenthood, and avoid juvenile infractions. One-on-ane mentors will serve 6 youth in San Pablo,North
Richmond, and Bay Point schools.
PS 00-65 Youth Delinquency New Connections $10,500
Diversion Program
The purpose of this program is to reduce recidivism, decrease alcohol/drug use, and improve relationships fro
27 youth offenders and their families. The program will serve youth referred by the Probation Department
throughout the Urban County.

Authorize the Community Development Director or his designee to execute a contract in the amount
of$50,000.00 effective July 1, 2000 through June 30, 2001, for continuing monitoring services for
various large projects.

The majority of the costs are covered by application fees. There are two projects that are unfunded
mandates.

Since 1994 Ms. Sanderson has provided environmental review and project planning services for the
Community Development Department on a number of major projects including the Clean Fuels
Projects, preparation, revision and implementation of the Industrial Safety Ordinance and compliance
with the Stipulated Judgement; and, mitigation monitoring of the Doughtery Valley development
projects. This contract allows the Department to continue utilizing Ms. Sanderson's expertise in these
areas as well as to employ her extensive management skills in developing and implementing mitigation
monitoring procedures for all approved major land use projects.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to contract with
FamiliesFirst, Inc. (#21-386-5) in the amount of$879,437, for shared family care for the period from July 1,
2000 through June 30, 2001.
FISCAL:
County cost will be $30,000, with state and federal contributions of $809,437, plus a Zellerbach Foundation
grant of$40,000 covering remaining contract costs.
CHILDREN'S IMPACT STATEMENT:
Shared family programs directly support all five of Contra Costa County's community outcomes: 1) Children
Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood;
3) Families that are Economically Self-Sufficient, 4)Families that are Safe, Stable and Nurturing; and 5)
Communities that are Safe and provide a High Quality of Life for Children and Families. Shared Family Care
provides resources that enhance parents' ability to care for children and prevent out-of-home placement.
BACKGROUND:
The Shared Family Care Program provides live-in mentoring to parents and their children who are at risk of
entering out-of-home placement. In fiscal year 1999-2000, through outreach to additional members of the
CalWORKs-eligible population, two additional Shared Family Care programs were opened. Funded by State
and Federal CaIWORK.s dollars,this expansion allows EHSD to provide countywide Shared Family Care
services.

BACKGROUND:
The original contract was approved July 27, 1999, with a term ending December 31, 1599,
Stelmach Associates did additional consulting and facilitation of services related to the
development of the East County Strategic Growth and Development Plan after the contract term
had expired.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE. the Sheriff-Coroner, or designee, to sign a contract on behalf of
the County with Clay West for coordination of background investigations for the period July 1,
2000 to June 30, 2001 in the amount of$63,000.
FISCAL IMPACT:
NONE. This function has historically been performed by a contractor, no additional County
funds are needed to fund the contract.
BACKGROUND:
The Sheriffs Office is required to conduct background investigations for all candidates for safety
positions, as well as for sensitive civilian positions. Clay West has been conducting background
investigations for the Sheriffs Office for several years,and has been the Background Investigations
Coordinator for one year.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner or his designee to execute a contract on behalf of the
County for $31,000 with Cynthia Kirby for Background Investigation and Polygrapher services for the
period June 16, 2000 - December 15, 2000.
FISCAL IMPACT:
NONE. Funding for Background Investigation and Polygrapher services is available in the requested
budget for fiscal year 2000101.
BACKGROUND:
The Sheriffs Office is responsible for conducting a thorough applicant screening process for selected
job classes that include Background Investigations and polygraph tests. Our recent recruitment efforts
have generated a substantial number of applicants who are required to go through the screening
process; however our current staffing level is unable to complete the necessary steps in a timely fashion.
The contractor has the licensing and experience necessary to provide these services.
CONSEQUENCES OF NEGATIVE ACTION:
If the applicant screening process is not performed on a timely basis, the Sheriffs's Office risks losing
good staff to competing employers.
