RECOMMENDA.TI ON(S) :
Approve and authorize the Health Services Director or his designee
(Donna Wigand) to execute on behalf of the County, Contract #74-047-
1 with Maryann E. Luschen, in the amount of $37, 400, for the period
from July 1, 2000 through June 30, 2001, for the provision of
consultation and technical assistance with regard to the
Department' s Representative Payee Program.
FISCAL IMPACT:
This Contract is 100% County funded.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S):
1n February 2000, the County Administrator executed and the
Purchasing Services Manager approved Contract #74-047, with Maryann
E. Luschen, for the period from March 1, 2000 through June 30, 2000,
to provide consultation and technical assistance with regard to the
Department' s Representative Payee Program. The Representative Payee
Program is the only County Program which is equipped to manage
benefits for seriously mentally ill adults, whose level of health
and behavioral problems prevent them from being able to manage their
own money.
Approval of this Contract #74-047-1 will allow Contractor to
continue providing services through June 30, 2001 .

with Superior Consultant Company, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Approve and authorize the Health Services Director to execute on
behalf of the County, Contract ##23-243-3 with Superior Consultant
Company, Inc, and authorize expenditure of an amount not to exceed
$300, 000 for the period from July 1, 2000 through June 30, 2001, for
consultation and technical assistance with regard to the
Department' s Managed Care Information System (MCIS) and other
special projects as requested by County.
FISCAL IMPACT:
Contractor shall be paid a fee rate of not less than $120 . 00 per
hour nor more than $180 . 00 per hour in accordance with the
Contractor' s usual and customary hourly billing rates for its
services, as approved by the Health Services Director. The
Contractor will also be reimbursed for travel on behalf of the
County, as approved in advance by the Health Services Director, and
for miscellaneous expenses actually incurred in the provision of
services under the Contract . Total expenditures under this contract
will depend upon the Department' s utilization of Contractor' s
services for the MCIS and other special projects as assigned by the
Health Services Director.
Funding for this Contract is included in the Department' s Enterprise
I budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On May 4, 1999, the Board of Supervisors approved Contract #23-243-2
with Superior Consultant Company, Inc. , to provide consultation and
technical assistance with regard to the Department' s Managed Care
Information System and other special projects for the period from
July 1, 1999 through June 30, 2000 .
Approval of Contract #23-243-3 will allow the Contractor to continue
to provide services through June 30, 2001 .

on behalf of the County, Contract #74-042-1 with Portia Bell Hume Behavioral Health and Training
Center, for the period from July 1, 2000 through June 30, 2001, in the amount of $300, 000, for
the provision of Therapeutic Behavioral Services (TBS) to County referred clients ages 0-21
years of age.
FISCAL IMPACT:
This Contract is funded as follows:
$154,500 51.51 Federal FFP Medic-Cal Funds
145,500 48.5W State EPSDT funds
$300,000 Total

This Contract supports the following Board of Supervisors community outcomes: 1) Children ready
for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities
that are safe and provide a high quality of life for children and families. The expected
outcomes include all goals identified by Children's Statewide System of Care guidelines
including: A) Increase and maintain school attendance as measured by school records; B) Increase
in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent
Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to
a lower level of care.
BACKGROUND/REASON(S) FOR RZCOM=NBATION(S) :
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS)
to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and
Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide
services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health
Plan medical necessity criteria, who are members of the certified class and who meet the
criteria for needing these services. In April, 2000, the County Administrator approved and the
Purchasing Services Manager executed Contract #74-042 with Portia Bell Hume Behavioral Health
and Training Center, for the period from February 28, 2000 through June 30, 2000, to provide
Therapeutic Behavioral Services (TBS) to County referred clients ages 0-21 years of age.
Approval of Contract #74-042-1 will allow Contractor to continue to provide services, through
June 30, 2001. r

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Donna Wigand, L.C.S.W. ) to execute on behalf of the County, Mental
Health Specialist Contract #24-823-5 with Shahbaz Khan, M.D. , for
the period From July 1, 2000 through June 30, 2001, in the amount
of $58, 968, for the provision of professional psychiatric services.
FISCAL XIPACT
This Contract is County funded.
BACKGROUND[REASON(S) FOR RECOMMENDATION(S) :
For a number of years the County has contracted with Medical, Dental
and Mental Health Specialists to provide specialized professional
services which are not otherwise available in its Hospital and
Health Centers.
On August 3 , 1999, the Board of Supervisors approved Mental Health
Specialist Contract #24--823-4 with Shahbaz Khan, M.D. for the period
from July 1, 1999 through June 30, 2000 for the provision of
professional psychiatric services at the Concord Adult Mental Health
Clinic.
Approval of Contract #24-823-5 will allow the Contractor to continue
providing services through June 30, 2001.

Center, Inc. , for the period from July 1, 2000 through June 30, 2001, in the amount of $300,000,
for the provision of Therapeutic Behavioral services to County referred clients ages 0-21 years
of age.

Approval of Novation Contract #74-043-1, replaces the six-month automatic extension, allowing
Contractor to continue providing Therapeutic Behavioral Services (TBS) , through June 30, 2001.
