SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION-
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#22-753-2 with Eloine Chapman, in the amount of $21, 248 , for the
period from July 1, 2000 through June 30, 2001, to provide graphic
art services.
FISCAL IMP CT:
This Contract is funded by State (60%) and County funds (40%) .
Approval of this Contract will result in a cumulative twelve-month
total in excess of $25, 000, and therefore, Board of Supervisors
approval is required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
In October 1999, the County Administrator approved and the
Purchasing Services Manager executed Contract #22-753 (as amended
by Contract Amendment Agreement #22-753-1) with Eloine Chapman, for
the period from October 1, 1999 through June 30, 2000, for the
provision of consultation and technical assistance to the Department
with regard to graphics development for the Community Education and
Information Project .
Approval of Contract #22-753-2 will allow the Contractor to continue
to provide graphic art services for the Department' s Office of the
Director and Public Health Division, the Contra Costa Children and
Families Commission, and the County Administrator' s Office through
June 30, 2001 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Novation Contract #24-836-6 with
We Care Society, Inc. (dba Barbara Milliff Center) in the amount of
$110, 397, for the period from July 1, 2000 through June 30, 2001, for the
provision of Early and Periodic Screening, Diagnosis, and Treatment (EPSDT)
Program services. This Contract includes a six-month automatic extension
through December 31, 2001 in the amount of $55, 198 .
FISCAL IMPACT:
This Contract is funded 51. 2% by Federal FFP Medi-Cal Funds and 48 .8% by
State EPSDT Funds.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the "Children ready for and succeeding in
school" , the "Children and youth who are healthy and preparing for a
productive adulthood" , and the "Families that are safe, stable and
nurturing" community outcomes. Expected program outcomes include
improvement in social-emotional development, avoidance of out-of-home
placements, reduction of reports involving Children's Protective Services,
increased family satisfaction, and an increased use of public and community-
base resources.
BACKGROUNDIREASON(S) FOR-RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides in-home, transition, and outpatient mental health services for
Medi-Cal eligible children (birth through age 6) and families in order to
reduce the need for out-of-home placements.
Can August 17, 1999, the Board of Supervisors approved Novation Contract
#24-836-5 with We Care Society, Inc. , (dba Barbara Milliff Center) for the
period from July 1, 1999 through June 30, 2000, with a six-month automatic
extension through December 31, 2000 for the provision of Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT) Program services.
Approval of Novation Contract #24-836-6 replaces the six-month automatic
extension under the prior Contract, and allows the Contractor to continue
providing services through June 30, 2001.

Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract #24-859-7 with Edgewood
Center for Children and Families, in the amount of $219, 000, for the period
from July 1, 2000 through June 30, 2001, for the provision of day treatment
services for Severely Emotionally Disturbed (SED) children.
FISCAL IMPACT:
This Contract is funded as follows:

CHILDREN'S IMPACT STATEMENT:
This SED Program supports the following community outcomes: "Children Ready
for and Succeeding in School" , "Families that are Safe, Stable and
Nurturing" , and "Communities that are Safe and Provide a High Quality of
Life for Children and Families". The expected program outcomes include all
goals identified by children's Statewide system of Care guidelines including
an increase in positive social and emotional development as measured by the
Child and Adolescent Functional Assessment Scale (CAFAS) .
BACKGROIIMDIREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides subacute treatment services for SED children to reduce the need for
hospitalization.
On August 3 , 1999, the Board of Supervisors approved Contract #24-859-6 with
Edgewood Center for Children and Families for the period from July 1, 1999
through June 30, 2000, for the provision of residential day treatment
services for SED children.
Approval of Contract #24-859-7 will allow the Contractor to continue
providing services through June 30, 2001.

Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Contract #24-773-4 with Milhous Children's Services, Inc. ,
for the period from July 1, 2000 through June 30, 2001, in the amount of $80,300, for
operation of a day treatment program for Seriously Emotionally Disturbed (SED) adolescents
and latency-age children at Milhous Treatment Ranch.
FISCAL IMPACT:
This Contract is funded as follows:
$38,760 Federal Medi-Cal (FFP)
36,430 State EPSDT funds
5,110 Mental Health Realignment
$80,300 Contract Payment Limit
Contractor will bill Medi-Cal through the current County system under the Rehabilitation
Option for all eligible services, and the Federal Financial Participation will accrue to
the County.
CHILDREN'S IMPACT STATEMENT:
This Mental Health program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School" ; "Families that are Safe, Stable, and
Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children

EACKGROUNDIREASON(S) FOR RECOMMENDATION(S):
In December 1999, the County Administrator approved and the Purchasing
