SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to AMEND contract #21-347-5 with YMCA of the East Bay - West Contra Costa Branch,
raising the contract amount $15,000 from $129,884 to a new amount of$144,884 for Family
Preservation and Support (FPSP) services for the period from September 1, 1999 through
August 31, 2000.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract #21-347-5 with YMCA of the East Bay - West Contra Costa Branch, raising the contract amount
$15,000 from $129,884 to a new amount of$144,884 for Family Preservation and Support (FPSP) services
for the period from September 1, 1999 through August 31, 2000.
FINANCIAL IMPACT:
There is no County cost. The Federal Family Preservation and Family Support Act provides funding for the
program.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1)"Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically
Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing"; and 5)"Communities that are Safe and
Provide a High duality of Life for Children and Families." Quality childcare services support all of the
outcomes established in the Children's Report Card. Children directly benefit from the care they receive
each day in a nurturing environment, while their parents can pursue employment, education, and other
opportunities.

The Board approved the three-year Family Preservation and Support Program (FPSP) plan on June 15, 1999,
as approved by the Executive Committee of the policy forum.
The Employment and Human Services Department (EHSD) will continue the FPSP program through its
collaboration of community-based providers, which currently includes Pittsburg Preschool Community
Council, Battered Women's Alternatives, the Center for Human Development, and the YMCA of the East
Bay. Each collaboration focuses on developing and strengthening commu ' resources.

SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to EXECUTE non-financial agreements with school districts in Contra Costa County
for exchange of enrollment and national food program information for the period July 1, 2000
until terminated by either party.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment& Human Services Department Director, or designee, to
EXECUTE non-financial agreements with school districts in Contra Costa County for exchange of enrollment
and national food program information for the period July 1, 2000 until terminated by either party.
FINANCIAL IMPACT:
No County Costs. Agreements entered into will be non-financial.
CHILDREN'S IMPACT STATEMENT:
Activities under these agreements will impact the first and second community outcomes: 1) "Children Ready
for and Succeeding in School" and 2) "Children and Youth Healthy and Preparing for Productive
Adulthood."
BACKGROUND:
The United States Department of Agriculture (USDA) manages the National School Lunch Program (NSLP)
offered through schools throughout the country. Several school districts in Contra Costa County participate
in the NSLP. One of the methods of determining NSLP eligibility is through a process called Direct
Certification. Direct Certification determines eligibility by comparing CalWORKs and Food Stamp Program
recipient minors against school enrollments.
The mutual benefit of participating in Direct Certification are: 1) schools receive lists of their students
eligible for free and reduced price meals that are not subject to audit; and, 2) the Employment & Human
Services .Department is able to confirm school enrollment as required under CalWORKs. The small
processing cost of providing the Direct Certification lists to the schools is offset by the benefit derived by the
County in determining school enrollment for CalWORKs.
