(Contract # 20-070- 30) FINANCIAL IMPACT: Cost incurred through this agreement will be billed against Keller Canyon Surcharge Revenues. CHILDREN'S IMPACT STATEMENT: Support of the Food Bank promotes Contra Costa County's Outcome #1 affecting children, "Children and Youth Healthy and Preparing for Productive Adulthood", by alleviating hunger in families. BACKGROUND: The funds requested represent the level of support authorized in previous years by the Board of Supervisors to address needs served by the Food Bank. I+INANCIAL IMPACT: Funded 100% Keller Canyon Surcharge revenue funds. CHILDREN'S IMPACT STATEMENT: The contract supports all five of Contra Costa County's community outcomes: (1) "Children heady for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families". The expected outcomes will be a decrease in the number of incidents of child abuse, a decrease in family related stress, an increase in child abuse prevention awareness and an increase in family stabilization. BACKGROUND: The funds requested represent the level of support authorized in previous years by the Board of Supervisors to address the needs of the community served by the Child Abuse Prevention Council of Contra Costa. DATE: ,Tune 13, 2000 SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with both Ms. Cheryl Sanderson Boshers (#21-596-1)and Ms. Judi Gibson(#21-595- 1) in the amount of$45,500 for full-time early intervention outreach services, for the period from July 1, 2000 through June 30, 2001. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with both Ms. Cheryl Sanderson Boshers(#21-596-1) and Ms. Judi Gibson(#21-595-1) in the amount of$45,500 for full-time early intervention outreach services, for the period from July 1, 20030 through June 30, 2001. FINANCIAL IMPACT: Total County cost of these two contracts is $13,650 (15%),with a combination of federal, state and CaIWORKs funds covering the remaining contract costs of $77,350 (85%). CHILDREN'S IMPACT STATEMENT: This contract directly supports all five community outcomes established in the Children's Report Card: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families."Early intervention outreach specialists provide support to those with substance abuse problems, ensuring that parents secure appropriate services in addition to substance abuse treatment, which may include child development education, parenting classes, and understanding the Child Welfare System. BACKGROUND: Last March,the Employment and Human Services Department selected Ms. Boshers and Ms. Gibson to be Early Intervention Outreach Specialists after an extensive recruitment process. Ms. Boshers and Ms. Gibson have provided these services to Employment and Human. Services since that time. Both individuals have demonstrated the specialized skills required for the Early Intervention Outreach Specialist positions. Therefore, Employment and Human Services wishes to continue to contract fof these specialized services throughout the next fiscal year. (Contract #21-613) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to contract with Mr. Justin Roggow in the amount of$37,000 for Administrative Support to the Independent Living Skills (ILS) and Child Welfare Services (CWS) Programs for the period from July 1, 2000 through June 30, 2001. FINANCIAL IMPACT: This contract is funded with 50% ILS funds (state and federal) and 50% CWS funds (25% federal, 17.5% state, and 7.5% County). CHILDREN'S IMPACT STATEMENT The Independent Living Skills and the Child Welfare Services Programs support all five of Contra Costa County's outcome goals: "Children Ready for and Succeeding in School," "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Economically Self Sufficient," "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". By preparing foster children for emancipation through ILS, foster children gain skills that lead to self-sufficiency and improve opportunity for success in future endeavors. By assisting children and families through CWS, the family units are supported and stabilized. BACKGROUND: The Independent Living Skills Program provides service to foster children age 16 years and over, aiding them in transition to emancipation and adulthood. RECACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit an Energy Partners Program contract (County #39-860) with the Pacific Cas and Electric Company (PG&E) in the amount of$286,113 for providing energy efficiency services to PG&E's low-income customers residing in Contra Costa County for the period from July 1, 2000 through December 31, 2000. II. FINANCIAL IMPACT: This Contract is wholly funded by PG&E. No County funding is required. IIT. REASONS FOR RECON VIENDATIONSIBACKGROI.ND: This Contract provides $286,113 in reimbursable funds to enable the County to provide weatherization and other energy efficiency services to a target of 1,189 of PG&E's low-income customers residing in Contra Costa County. The Energy Partners Program will allow for expansion of weatherization program services currently being provided by a partnership between the Community Services Department and the Building Inspection Department, and funded by the California Department of Community Services and Development. This contract will be reviewed and approved by County Counsel prior to submission to PG&E.
