FINANCIAL IMPACT: Translation services are part of Employment and Human Services administrative costs, funded 30% County, 40% Federal and 30% State funds. BACKGROUND: The Employment and Human Services Department client community includes an increasing number of non- English speaking people whose primary languages include Korean, Laotian, Tagalog, Russian, Farsi, Afghani, Vietnamese, and others. The Employment and Human Service Department requires on-call translation services for clients whose language needs cannot be met by staff. Continuing a contract with California Translation Service provides communication necessary to conduct business and meet California Department of Social Service civil rights requirements. Blake (#21-458-2) in the amount of$75,000 for SSI benefits application services for children in foster care, for the period from July 1, 2000 through June 30, 2001. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to contract with F.M. Blake (#21-458-2) in the amount of$75,000 for SSI benefits application services for children in foster care, for the period from July 1, 2000 through June 30, 2001. FINANCIAL IMPACT: No County cost. Payment is on a contingency fee basis, with contract costs covered by generated revenue. Employment and Human Services pays contingency fees for initial and continuing applications only after benefits are approved. CHILDREN'S IMPACT STATEMENT: This contract directly supports all five community outcomes: 1) Children Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities that are Safe and provide a High Quality of Fife for Children and.Families," by generating SSI income for Child Welfare Services. BACKGROUND: The Board last approved a contract for these services on June 22, 1999. F.M. Blake provides application, reapplication, representation and follow-up in the process of obtaining SSI benefits for children in foster care. Employment and Human Services requires this assistance because federal welfare reform and ongoing legislative action as it affects Social Security Administration regulations, makes the application process and case follow-up a specialized, intensive process. Funds generated by this contract enhance Child Welfare Services' ability to meet children's special needs. When granted, past due awards are deposited in trust accounts to cover costs of children's special needs, with ongoing payments offsetting County and State maintenance costs. FINANCIAL IMPACT: County cost will be $213,878 (30%) with remaining contract costs of$499,049 (70%) covered by State funds. Intensive, in-home family-based services provide resources to parents, enhancing their ability to care for their children and preventing out-of-home placement. FamiliesFirst, Inc. as the fiduciary agent in collaboration with four other agencies, provides family preservation services. CHILDREN'S IMPACT STATEMENT: This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School"; 2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." Quality childcare services support all of the outcomes established in the Children's Report Card. Children directly benefit from the care they receive each day in a nurturing environment, while their parents can pursue employment, education, and other opportunities. BACKGROUND: Kinship care supports relative caregivers with children at risk of entering out-of-home placement. FamiliesFirst will provide expanded kinship services in East, West, and Central County to serve relative caregivers and their families. The Board last authorized Employment and Human Services to amend the fiscal year 1999-2000 kinship care contract on April 18, 2000, to fund additional group activities and emergency services. This contract will allow FamiliesFirst to provide kinship services through fiscal year 2000-2001. BACKGROUND: The Board authorized the issuance of the Request for Proposal (RFP 41052) in February 1999 and Request for Interest(RFI # 104) in September 1999. Funded contracts provided child abuse/neglect prevention and family support services including case management, crisis intervention, parent education, information and referral, and services to pregnant and parenting teens and multilingual services to immigrants and limited English speaking families. The FACT committee evaluated the performance of each agency's service delivery in meeting proposed outcomes addressing service strategies and priorities in the first year of funding. The committee recommends funding contracts for a second year(FY2000/2001)based upon the review and site visits to each agency.
