RECOMMENDED ACTION:

CHILDREN'S IMPACT STATEMENT:
This contract supports all five of Contra Costa County's community outcomes: 1) Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." By delivering
pregnant and parenting teens a combination of case management, training referrals, job preparedness, and
independent living skills. Expected outcomes are increased physical and emotional stability for the teen and
children of the teen parent, increased opportunity for non-subsidized employment and community
involvement.
BACKGROUND:
The California Legislature established the Cal Learn program with the passage of Senate Bill 35 and 1078
(Chapters 59 and 1252, Statutes of 1993). The statute required that each county submit, as a supplement to
its GAIN Plan, a plan to implement Cal Learn. Contra Costa County implemented its Plan in August 1,
1994.
The program was specifically designed to benefit pregnant and parenting teens. In a continuing effort to
assist the teen in the successful transition from Cal Learn to CaIWORKs and then to unsubsidized
employment, Supporting Transitions to employment Program (STEP) was developed.
East Bay Perinatal Council has been under contract with the County to provide Cal Learn case management
and supportive services since the state inception of the program. The addition of STEP allows East Bay
Perinatal Council to provide a continuum of supportive services to insure the optimum success of the teen as
they move toward self-sufficiency.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
OPTIC (#21-551-1) in the amount of$300,000 for technology training for the period from July 1, 2000
through June 30, 2001.
FINANCIAL IMPACT:
No County cost: TANF funds support all of the contract costs.
CHILDREN'S IMPACT STATEMENT:
This contract directly supports two of Contra Costa County's community outcomes: "Families that are
Economically Self-Sufficient," and "Families that are Safe, Stable and Nurturing." OPTIC provides information
technology skill training and jobs in a protected work environment to unemployed and underemployed
individuals, including Ca1WORKs participants.
BACKGROUND:
The Board first approved a contract for a start-up period with OPTIC on November 16, 1999. This contract will
partially fund OPTIC's activities for fiscal year 2000-2001.
OPTIC recently incorporated as a nonprofit Antioch-based corporation, after collaborative efforts of
community-based agencies and individuals. These include Contra Costa Council, Contra Costa Community
College District, Society of St. Vincent de Paul, Contra Costa Economic Partnership, Contra Costa County
Workforce Investment Board, Employment and Human Services and Information Technology departments.
OPTIC receives privates funding support from the Lesher Foundation and in-kind contributions from
consortium members.
OPTIC provides job training and employment for underemployed and unemployed individuals, which generates
revenue from database maintenance contracts with private and public agencies. Training participants receive
salaries from those generated revenues. OPTIC ultimately will become self-reliant upon its contract work
revenue and private contributions. After completing OPTIC's rigorous and multifaceted training program,
participants can enter the workforce as skilled entry-level technical worke,

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
FamiliesFirst, Inc. (21-569-1) in the amount of$96,000, for dedicated group home services for the period
from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
County cost is $28,800, with the balance of contract costs covered by State allocations.
CHILDREN'S IMPACT STATEMENT:
Dedicated group home services support four of the five Contra Costa County Community Outcomes:
"Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive
Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a
High Quality of Life for Children and Families." Children placed in this dedicated group home receive short-
term assessment and intensive residential and day treatment in a safe, structured environment, while
Employment and Human Services and FamiliesFirst work toward longer-term placement in less restrictive
settings or family reunification wherever possible.
BACKGROUND:
The Board first approved a contract with FamiliesFirst, Inc. for dedicated group home services on February
15, through the end of fiscal year 1999-2000. This contract extends services through fiscal year 2000-2001.
FamiliesFirst offers intensive group home services in a six-bed, 24-hour coed residential treatment and
assessment program on a short-term basis of 90 days or less, for severely emotionally disturbed children.
Children placed in this Residential Care Level 14 home receive a broad spectrum of individualized and group
treatment for many issues, including addressing the effects of prior physical, emotional and sexual abuse. A
specialized day treatment school component meets the children's varied educational needs.
These local treatment services reduce out-of-county placements and facilitate family therapy for children for
whom reunification is possible, allowing Employment and Human Services to find the best possible long-
term placement options for children.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to Contract
(#21-438-3) with Ms. Evelyn Aguilar, in the amount of$52,000, for early intervention outreach specialist
services for the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
Funding for the contract is in the Options for Recovery Program funding, claimable as 50% Federal,
35% State, and 15% County.
CHILDREN'S IMPACT STATEMENT:
The Early Intervention Outreach Service Specialist position supports all five of Contra Costa County's
community outcomes: (1) "Children Deady for and Succeeding in School"; (2) "Children and 'Youth Healthy
and Preparing for Productive Adulthood"; (3) "Families that are Economically Self Sufficient"; (4) "Families
that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life
for Children and Families". The Early Intervention Outreach Specialist provides services designed to
ameliorate the problems that lead to the removal of children from substance-abusing parents.
BACKGROUND:
In 1997 changes in the law regarding reunification timelines, reduced the amount of time available to substance
abusing parents prior to the termination of parental rights. Parents whose children entered the Child Welfare
and Juvenile Court Systems have access to the early intervention outreach specialist to provide parents with
information and referral services. In addition, the specialist may set appointments for substance abuse
assessment,provide follow-up services to encourage participation in substance abuse evaluation and treatment,
and provide support to parents during the initial participation or evaluation for treatment programs.
